The second building and the Site <br />development for it are as was previously described during the approval <br />proces~ for the first building. <br /> <br />The approval process for the first building granted variances for the <br />front ,yard setback as well as the rear yard setback. It appears that the <br />same front yard setback variance will be necessary for the Westerly half <br />of th~proposed second building as it,is desirable, and prudent, for this <br />portio~ of the building to be in the s~me plane as the first building~ <br />The E~sterly portion of the second building steps back 30 feet which <br />means ,~{ihe North wall (front) of the building will be 70 feet from the <br />property line. The primary reason for the stepped building is due to the <br />Site's soil conditions. This area of the Site, the middle 1/3, underwent <br />substantial soil corrections in July, 1988. The eastern 1/3 of the Site <br />has been proven to be unbuildable and the soils in the area of the <br />building step-back were similar to those encountered in this area. It <br />was determined through testing that a stepped building would be the most <br />feasible due to the extremely difficult soil conditions in this area. <br />The stepped building design allows for some pleasing aesthethic features <br />that will enhance this building, and the overall site development, as <br />well. <br /> <br />The reasons for requesting the front yard setback variance are as stated <br />above and as stated in the August 13, 1984 letter describing the long <br />frontage and shallow depth of the Site, the extensive soil corrections <br />necessary for the middle 1/3 of the Site and the unsuitability of the <br />soils in the Eastern 1/3 of the site for building of any type. <br /> <br />The effect of the front yard variance is minor. Only two adjacent <br />residential properties are affected by this setback variance. Both of <br />these properties have side yards rather than front yards facing the Site. <br />County Road E-2 is a county state aid highway which is classified as a <br />collector street rather than a residential street. This reduces the need <br />for the extraordinary 60 foot setback. <br />
