The outdoor play area, located <br />50 feet from Silver Lake Road, would be enclosed and screened with a 4 <br />foot high wood fence. <br /> <br />Mattila confirmed the performance bond requirement is City policy and it <br />insures completion of the parking lot, curbing and landscaping. leFevere <br />said other cities may use other types of security such as cash deposits. <br /> <br />Williams feels the architectural proposal is excellent, but feels the <br />proposed landscape materials would not adequately provide screening. He <br />urged development of a new plan for landscape materials. <br /> <br />Motion by Williams, seconded by Rebelein. to APPROVE LP-255 SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br />1. A PERFORMANCE BOND OR LETTER OF CREDIT POSTED <br />WITH THE CITY IN THE AMOUNT 100% OF THE COST TO <br />COMPLETE PARKING LOT, CURBING, AND lANDSCAPING. <br />2. APPROVAL OF SP-161 AND NC-89. <br />3. STAFF APPROVAL OF LANDSCAPE PLANS; AND WAIVE <br />THE READING AND ADOPT THE RESOLUTIONS <br />APPROVING SP-161 AND NC-89. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Benke feels excellent bids were received for the interior painting and repair <br />of the 5th Street water tower. Being the project has been deferred three <br />times, it now seems appropriate that the project moves ahead. Childs <br />noted the project is funded through the water fund which is a non-tax <br />supported fund and is not impacted by the budget cuts. <br /> <br />Motion by Benke, seconded by Williams, to ACCEPT RICHARD BROS. <br />PAINTING BID FOR INTERIOR PAINTING AND REPAIR TO THE 5TH <br />STREET WATER TOWER IN THE AMOUNT OF $149,900.00. <br /> <br />5 Ayes - 0 Nayes, Motion Carried. <br /> <br />Announcements and Uodates <br /> <br />Council Business <br /> <br />Attonement <br />Lutheran Church <br />Report 91-061 <br />Resolution 91-025 <br />Resolution 91-026 <br /> <br />5th St. SW Water <br />Tower <br />Report 91-064 <br /> <br />Annoucements & <br />Uodates <br /> <br />Childs said residents will receive their tax property statements this week. <br />The City's share of the tax capacity rate declined from last year. but the Property Taxes <br />County and School District tax capacity rates increased. The upcoming <br />"In the Neighborhood" newsletter will include property tax information. <br /> <br />The Ramsey County District Court Judges have proposed a change in <br />legislation which would eliminate the two suburban court facilities in New Court Facilities <br />Brighton and Maplewood. Several suburbs went before the County Board <br />and spoke against the proposal and presented options. <br />
