<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 10, 1990 <br /> <br />Page 3 <br /> <br />Council Business, continued <br /> <br />Alan Kuentz, Environmental Quality Commission (EQC), said the EQC <br />has not reviewed the changes, but he feels they are in keeping with <br />their previous recommendations. <br /> <br />Kim Carlson, Woodlake Sanitary, said the haulers have reviewed the <br />changes and are anxious to start implementation. <br /> <br />David Fridgen, City Sanitarian, said upon a resident exemption <br />request, staff would survey the residence for any violations, and <br />after that time perform random spot checks. <br /> <br />Walt Witzke, 771 Emerald Drive, said Section 11-2 refers to at least <br />weekly disposal from all premises and if necessary, more frequently- <br />He feels this conflicts with the section referring to pickup on <br />Mondays and Tuesdays only_ He also requested a resident exemption. <br /> <br />Childs said the ordinance refers to at least once a week pick-up and <br />the "at more frequent intervals" reflects commercial pick-up. <br /> <br />Fridgen noted only two townhouse complexes which have more than once <br />a week pickup. <br /> <br />Kim Carlson said haulers take a different vehicle into multi-family <br />units because they are considered commercial operations. The <br />haulers understood that because these units were not addressed in <br />the current proposal, the more than once per week pickup was not of <br />concern. <br /> <br />Moti on by Gunderman, seconded by Larson, to WAIVE THE SECOND READING <br />AND ADOPT AN ORDINANCE AMENDING NEW BRIGHTON CITY CODE CHAPTER II, <br />ARTICLES I AND II, RELATING TO THE REGULATIONS OF HAULERS OF <br />GARBAGE, REFUSE, RECYCLABLE AND YARD WASTE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Benke requested copy of the ordinance sent to Metropolitan Council <br />and Ramsey County. <br /> <br />Childs thanked the staff, EQC, and the haulers for their efforts. <br /> <br />Les Proper, City Engineer, said that last year, staff and Council <br />discussed the need for a cold storage building for Public Works, <br />Parks and Recreation, Police and the Stockyard Days float. <br /> <br />A cold storage building was conceptually approved and included in <br />the 1991-95 C.I.P. at an estimated amount of $90,000. <br /> <br />Council Business <br /> <br />Second Reading of <br />Ordinance Relating to <br />Hauler Licensing <br />Report 90-194 <br />Ordinance 576 <br /> <br />Construction of Cold <br />Storage Facility <br />Report 90-195 <br />
