<br />1 <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />August 28, 1990 <br /> <br />Page 3 <br /> <br />The Planning Commission held a public hearing and recommends <br />approval of PL-189/VN-281. <br /> <br />Motion by Williams, seconded by Larson, to WAIVE THE READING AND <br />ADOPT THE RESOLUTIONS APPROVING PL-189 AND VN-281. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Dave Smith, Lake Region Hockey Association (LRHA), reported on the <br />feasibility of the construction of an ice arena. <br /> <br />The LRHA program involves 800 participants from Arden Hills, Mounds <br />View, New Brighton, North Oaks and Shoreview. LRHA is the largest <br />user of Ramsey County ice wi th the annual usage of 1,124 hours at <br />$80.00/hour. LRHA could easily use 2,000 hours per season. <br /> <br />Benke noted the possibility of Ramsey County losing revenues upon <br />the construction of an arena that LRHA would utilize. Mr. Smith <br />acknowledged that this could be a concern. <br /> <br />Identified ice arena users include: high school teams, open <br />skati ng, broomba 11, adul t hockey, pri vate parti es, and hockey <br />clinics. Non-ice users are: soccer, tennis and dry land training. <br /> <br />LRHA1s fundraising resources have produced in excess of $125,000 for <br />constructions costs, but land is needed. <br /> <br />LRHA proposes the following courses of action: land commitment by <br />the City, fund raising commitments by LRHA, arena construction by <br />LRHA, donation of arena to New Brighton by LRHA, and commitment to <br />New Brighton for annual usage hours by LRHA. <br /> <br />The Mounds View and Irondali High School coaches are evaluating the <br />feasibility of a more elaborate facility_ Childs noted that School <br />District #621 Superintendent Nygren has stated that the dollars used <br />in buying ice time from other locations should be used for buying <br />localized ice time. <br /> <br />Benke noted that if New Brighton donated the land for a facility <br />which would be used by other communities, it raises the question of <br />equity.
