Anderson said the ,outdoor ri nks are used <br />heavily by high school and college teams and the neighborhood, and <br />he would not want to see the rinks closed. <br /> <br />Anderson said an elaborate arena involves higher maintenance and <br />staff costs and may only break even or incur a loss. A facility <br />with spectator seating for 400 and dressing rooms could cost between <br />$2.5 to 3 million, excluding land costs. Benke noted that a <br />facility without seating capacity may hinder its options. <br /> <br />The Delano arena, which is 120 feet by 240 feet wide, cost $696,000 <br />and the school district donated the land. LRHA envisions a similar <br />facility and estimates the costs under $1 million. Mr. Smith <br />generalized that such a facility would need 3-4 acres. <br /> <br />Williams noted that an ice arena involves a different architectural <br />style than that of the proposed community center. The addition of <br />an ice arena to the referendum would increase its amount and may <br />jeopardize its passage. He suggested placement of the arena in a <br />different New Brighton location. <br /> <br />Anderson noted the City intends to construct a driving range on the <br />Mi 11 er site, but there appears to be room for an arena. Both <br />faci 1 i ti es conduct business duri ng opposi te seasons and parking <br />could be shared. Modular building materials may be used to allow <br />movement of the facility at a later date. <br /> <br />Council directed receipt of the LRHA report and requested the Park <br />Board and staff to evaluate and report recommendations to Council. <br /> <br />John Kelley, Chief of Police, presented a request for authorization <br />to enter into a multi-jurisdictional DARE Program. <br /> <br />Previously, Council approv~d New Brighton's involvement in the <br />D.A.R.E.
