<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />August 14, 1990 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />Childs explained that the proposed solid waste/recycling ordinance <br />is a result of months of review, discussion and study. <br /> <br />The ordinance provisions involve: licensing of residential haulers <br />with a license fee to include the funds needed to cover the City's <br />cos ts of contract i ng wi th a recycler and fund i ng of a recyc 1 i ng <br />campaign; implementing a volume based fee with at least three tiers; <br />haulers billing yard waste separately; and starting May 1, 1991, <br />residential haulers will pick up north of I-694 on Mondays only, and <br />south of I-694 on Tuesdays only. <br /> <br />The mandatory recycling ordinance relates to: source separation of <br />aluminum, glass, paper and recyclables; the prohibition of <br />scavenging of recyclables from curbside locations; and the <br />prohibition of haulers from collecting refuse which contains <br />recyclables. <br /> <br />It was noted that New Brighton's recycling participation has <br />increased by 87% without the implementing of volume based fees, same <br />day recycling/garbage pickup and recycling containers. <br /> <br />Staff recommends adoption of the solid waste ordinance, but feels <br />the mandatory recycling ordinance should be delayed until the solid <br />waste ordinance is operational and a clearer measure of the actual <br />need for an ordinance is analyzed, based on the implementation of <br />volume based fees, same day pickup and recycling containers. <br /> <br />Brandt Rebelein said that recent EQC discussions involved the <br />development of programs to increase recycling for multi-dwellings. <br /> <br />Mr. Witzke, 771 Emerald Drive, said the ordinance requires <br />residential garbage to be picked up once a week, but residents who <br />are especially adept at recycl ing may not generate enough for a <br />weekly pickup. Staff will investigate amending the ordinance to <br />reflect this issue. <br /> <br />Fridgen said that a number of apartment buildings do participate in <br />the recycling program. . <br /> <br />Childs said a second ordinance would be analyzed to consider <br />inclusion of multi-family and commercial recycling. <br /> <br />Witzke suggested the current ordinance could be amended to include <br />multi -dwe 11 i ngs. <br /> <br />Childs confirmed that the City will not install a recycling fee <br />until the termination of Ramsey County's recycling funding. <br /> <br />Council Business <br /> <br />Solid Waste/Recycling <br />Ordinance <br />Report 90-179 <br />
