<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />August 14, 1990 <br /> <br />Page 8 <br /> <br />Council Business, continued <br /> <br />Council Business <br /> <br />Judy Grant, EQC, said the committee has analyzed the issue for many <br />years and discussed the inclusion of commercial and multi-dwellings. Solid Waste/Recycling <br />The EQC felt that concentration should first be on a residential Ordinance <br />policy in order to evaluate problems and then begin research for the Report 90-179 <br />inclusion of commercial and multi-dwellings. <br /> <br />LeFevere said the Council will determine and set the license fees by <br />resolution, after the second reading. Staff will make an inclusion <br />in the second reading of a more specific clarification of non- <br />putrescible materials. <br /> <br />It was confirmed that a recycling drive by a volunteer organization <br />is allowed and included in the ordinance. <br /> <br />Kim Carlson, Woodlake Sanitary, said the recycling charge is not a <br />6% taxable item. Each individual hauler will try to clearly list <br />the fee breakdown on their statements. The haulers feel a flat <br />recycl i ng fee to each customer is fair and provi des the <br />encouragement needed for the volume based charge. <br /> <br />Haulers of residential non-recyclable and yards wastes will pay a <br />fee based on average monthly customer count. The hauler will submit <br />customer counts to the City on a quarterly basis. <br /> <br />Motion by Larson, seconded by Brandt Rebelein, to WAIVE THE FIRST <br />READING ADOPTING AN ORDINANCE AMENDING THE NEW BRIGHTON CITY CODE <br />CHAPTER 11, ARTICLE 1 AND ARTICLE 11, REGULATING HAULERS OF GARBAGE, <br />REFUSE, RECYCLABLES, AND YARD WASTES, AND TO INCLUDE AN ANTI- <br />SCAVENGING PROVISION AS AMENDED. <br /> <br />3 Ayes - 0 Nayes, Motion Carried <br /> <br />Motion by Larson, seconded by Brandt Rebelein, to DEFER ACTION ON <br />THE MANDATORY RECYCLING ORDINANCE. <br /> <br />3 Ayes 0 Nayes, Motion Carried <br /> <br />Anne Norris, Community Development Specialist, presented the Extension of BCP <br />consideration of extension for amendment to the Brighton Corporate Development Agreement <br />Park (BCP) development agreement. <br /> <br />The original closing was scheduled for August 13th, but negotiations <br />have not been completed and BCP has requ~sted an extension. Staff <br />anticipates the closing to occur by the end of this week and <br />requests an extension to August 31, 1990. <br />
