A right-of- <br />way of 10 or 12 feet is needed to construct the sidewalk on the east <br />side with a 8 foot boulevard. <br /> <br />Kirkwold noted that residents had not expressed a need for a <br />sidewalk on the west side from County Road E to I-694 during <br />previous public meetings. Council feels a sidewalk should be <br />considered for the area from County Road E to 5th Street for park <br />accessi bil ity. <br /> <br />Kirkwold said Ramsey County will not maintain or pay for decorative <br />landscaping along the medians. <br /> <br />Benke noted the utility poles on Silver Lake Road and suggested the <br />County adopt requirements for utility companies to install breakaway <br />utility poles. <br /> <br />Council requested the County make available a list of options for <br />their consideration before the scheduled public hearing. <br /> <br />The proj ect wi 11 cost about $3.2 mi 11 i on and the Federal Hi ghway <br />Administration will fund about 75% of the road and sidewalk costs. <br />The County will pay about 15% to 20% of the remaining 25% of <br />construction costs. The remaining costs which include improvements <br />to sewers, watermains, storm sewer, and new sidewalk are the City's <br />costs and are about 10% of the entire project cost estimate. <br /> <br />A public hearing has been scheduled for August 23rd at 7:30 p.m. at <br />City Ha 11 . Noti ces wi 11 be mail ed to resi dents along Sil ver Lake <br />Road and adjoining streets. <br /> <br />Counci 1 Bus i ness <br /> <br />Presentation of Silver <br />Lake Road Improvement <br />Project <br />Report 90-152 <br /> <br />Norris presented execution of a purchase agreement for Joe Poshek, Purchase Agreement for <br />(Joe's Service/Brighton Oil), 875--5th Avenue NW. 875--5th Avenue NW <br />Report 90-153 <br />Poshek has offered the property to the City for $192,000, wi th <br />payment to be made over 5 years at 8% interest. <br />
