Winfield Mitchell recently appraised the property and <br />price and feels $192,000 is a fair price. A prepayment option is <br />included in the purchase agreement. <br /> <br />Prior to closing, the City will have soil tests conducted around the <br />underground fuel storage tanks to determine whether any leakage or <br />contamination has occurred. If contamination is found, the City may <br />choose to terminate the agreement. Poshek has agreed to share in <br />tank removal costs, not to exceed $3,000, and is responsible for <br />removing the bulk oil storage tanks and personal property. <br /> <br />The soil contamination tests will cost about $2,500, and removal of <br />the tanks will be about $5,000. The cost of razing the building <br />will be about $20,000-25,000. <br /> <br />Motion by Williams, seconded by Gunderman, to AUTHORIZE THE <br />EXECUTION OF A PURCHASE AGREEMENT FOR 875--5TH AVENUE NW. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Purchase Agreement <br />for 875--5th Ave. NW <br />Report 90-153 <br /> <br />Childs presented the Association of Minnesota Municipalities (AMM) AMM Mission Report <br />1990 Mission Report. Report 90-154 <br /> <br />The AMM has asked each member's Council to review the Mission <br />Statement which refers to closely monitoring Metropolitan Agencies <br />activities, and attempt to create a more unified voice and focused <br />approach regarding the perspective of local government. The <br />proposed dues increase to meet these AMM goals would mean an $842 <br />increase in 1991 for the City of New Brighton. <br /> <br />Benke totally supports the concept of the AMM strengthening its <br />capabil ities for recommendations to other cities on issues of <br />metropolitan significance. <br /> <br />Williams indicated the State Planning Agency may be an excellent <br />source for the AMM to uti 1 i ze the State 's sophi sti cated data <br />resources. Benke noted that the AMM Task Force intends to work with <br />their existing network, rather than create another costly system. <br /> <br />Motion by Williams, seconded by Gunderman, to ADOPT A POLICY <br />STATEMENT FOR THE CITY ON THE ASSOCIATION OF MINNESOTA <br />MUNICIPALITIES 1990 MISSION AND MEMBERSHIP TASK FORCE REPORT AND <br />APPROVE THE 1991 PROPOSED DUES INCREASE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
