She added the proposal was well written and included some <br />concessions by the haulers. <br /> <br />Mr. Tritz said an open system makes route duplication reduction <br />difficult. To reduce truck traffic, the haulers suggest maintaining <br />the single recycling contract, same day collection of recyclables <br />and garbage, and pickup day reduction from five to two days. <br /> <br />Judy Grant, EQC, acknowl edged that the EQC has not revi ewed the <br />proposal, but will do so as soon as possible. <br /> <br />Susan Brustman feels the proposal does not satisfy the environmental <br />objectives, and suggested that some of the IIconcessionsll were not <br />really concessions because the haulers had already demonstrated that <br />they did not choose to do the recycling pickup themselves. <br /> <br />Benke feels the proposal includes some "middlegroundll which <br />preserves open competition and free choice, Council objectives. He <br />suggested measuring current truck miles to enable assessment of any <br />reduction after implementation of the proposed plan. <br /> <br />Williams feels the project should be viewed ~s experimental. He is <br />pleased with the approach and results, but suggests that further <br />route duplication reduction and continual evaluations should be <br />considered. <br /> <br />Benke asked staff to seek financial assistance from the Metropolitan <br />Councilor Ramsey County to fund an evaluation. <br /> <br />Kim Carlson, Woodlake Consultant, said all licensed haulers are in <br />agreement with the proposal. Because garbage output is minimal in <br />the winter, that may be an appropriate time to begin route changes. <br /> <br />After discussion, the implementation date of same day refuse and <br />recyclables collection was ~hanged to May 1, 1991, or earlier. <br /> <br />Mr. Witzke feels the hauler policy is innovative, but noted that a <br />main objective was to reduce the amount of solid waste. <br /> <br />Dave Fridgen, City Sanitarian, said May's recycling was 90 tons.
