<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 11, 1990 <br /> <br />Page 7 <br /> <br />Public Hearing, continued <br /> <br />The 7.0 acre-foot stormwater retention basin on the Sunny Square <br />Park is needed for surface water management to provide protection <br />from flooding and to improve surface water quality. <br /> <br />The City will provide service stubs to lots that have private wells. <br /> <br />Dick Brown, 2707 County Road H, does not feel the catch basin and <br />drainage pipe is needed in the swamp located on Knollwood Drive. <br />Proper confirmed that the pipe will provide proper drainage, prevent <br />slippery road conditions and prevent pooling of excess water. <br /> <br />Ken Nelson, 2205 W. County Road H, feels the concrete curbs and <br />street widening are unnecessary. Proper noted that concrete curbing <br />defines the road edges to provide a guide for the snowplow, provides <br />for uniform parking, stabilizes the road ends, carries drainage to <br />gutters, adds years to the street life and creates a better road <br />appearance. The City.s policy provides that streets built to City <br />standard would be paid 75% by the City for surfacing and base costs. <br /> <br />Doug Luehmann, 2375 Brighton Lane, feels the street breakup is due <br />to the lack of continual maintenance. Proper noted that the <br />Sunnyside area has not been seal coated in recent years because it <br />has been targeted for reconstruction Proper confirmed that the area <br />was seal coated about seven years ago. <br /> <br />Joan Kelley, 2387 Brighton Lane, feels the streets have not been <br />maintained properly and asked if there is a maintenance plan in <br />effect. Proper explained that patching material is used during the <br />summer months to fill holes and seal coating is done every five to <br />seven years to fill in hairline cracks. <br /> <br />Benke noted that the Public Works crew has done an excellent job in <br />equa lly ba 1 anci ng the investments of street reconstruct; on and <br />street maintenance. <br /> <br />Chuck Fyksen, 2539 Rainbow Lane, feels Rainbow Lane may need to be <br />seal coated, but does not n~ed to be replaced. He noted that the <br />senior citizens will find it hard to afford the assessment. Proper <br />noted that some streets are in poorer conditions than others, but <br />reconstructing a large area provides for a more uniform appearance <br />and less expensive unit price. <br /> <br />Mi ke Buckl ey, 2807 Va 11 ey Vi ew Lane, asked if property taxes wi 11 <br />increase after the reconstruction.
