<br /> Council Meeting Minutes Page 3 <br />I March 13, 1990 <br />Public Hearing, continued <br /> <br />I <br /> <br />I <br /> <br />Motion by Larson, seconded by Gunderman, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION APPROVING A SUBDIVISION OF CERTAIN PROPERTY <br />WITHIN THE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Public Hearing <br /> <br />Minor Subdivision to <br />Realign Lot lines <br />Report 90-56 <br />Resolution 90-21 <br /> <br />Council Business <br /> <br />John Kelley, Chief of Police, presented the second reading of the <br />Revised Animal Control Ordinance. Adoption of Animal <br />Control Ordinance <br />The first reading of the revised ordinance was held on February 27, Report 90-57 <br />1990. News articles have appeared in local newspapers, and no <br />public comment has been received by the Police Department. <br /> <br />Both the City Attorney and the City Prosecutor have reviewed the <br />proposed ordinance. The changes made between the first reading and <br />the second reading were technical corrections; no substantive <br />changes were made. <br /> <br />An education program is in the planning stages and will be <br />implemented prior to enforcement activity. <br /> <br />Motion by Williams, seconded by Larson, to HOLD THE SECOND READING <br />AND WAIVE THE READING OF AN ORDINANCE AMENDING CHAPTER SIX, ANIMALS <br />AND FOWL, OF THE CITY CODE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Dave Fridgen, City Sanitarian, reviewed the additional <br />management plan information requested by the Council. <br /> <br />waste $01 i d Waste Co 11 ect i on <br />Plan <br />Report 90-58 <br /> <br />Fridgen confirmed that Ramsey County has not adopted an ordinance <br />requiring cities to adopt an organized collection system. Fridgen <br />noted that the City could possibly lose a substantial amount of <br />County grants if an organized collection system was not adopted. <br /> <br />A representative from Manthei Disposal noted that his company's fee <br />and service information was reported inaccurately in the survey. <br />Fridgen said he personally called each hauling company and verified <br />their fees and services. <br /> <br />Roy Hocky, Waste Management, commented that an organized waste plan <br />could decrease competition between hau'Jing companies and curtail <br />innovation. <br />
