<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 13, 1990 <br /> <br />Page 4 <br /> <br />Council Business; continued <br /> <br />Benke said the concept of an organized system is viable; but feels <br />the IIspirit of competitionll should be kept alive. An organized <br />system should include recycling, yard waste; and a volume sensitive <br />rate structure. <br /> <br />A representative from Haul-a-Way Systems said that; in general, <br />cities with organized systems tend to have the highest rates. <br /> <br />Judy Grant, EQC, noted that the EQC's suggested definition of <br />lIorganizedll will need to be further defined by the Council, if an <br />organized plan is adopted. <br /> <br />A Resolution of Intent to organize must be adopted after a public <br />hearing. The hearing must be held at least two weeks after pUblic <br />notice and the notice should be mailed to all our city haulers. <br />From that point, the 90 day period of developing an organized system <br />begins. <br /> <br />Williams encouraged the public to attend the hearing and give their <br />input to the Council for the selection of a waste plan. <br /> <br />Larson feels an organized plan would reduce the maintenance of city <br />streets and 1 imit the number of days which trucks travel through <br />City neighborhoods. <br /> <br />Brandt mentioned the need to organize a system which would protect <br />and maintain a small business' ability to compete effectively and <br />successfu 11 y . Mr. Witsk i has contacted Brandt on his request to <br />present a report to the Council. <br /> <br />Council requested staff; hauling companies, and residents to furnish <br />the Council with their input prior to the public hearing. <br /> <br />Gunderman also noted his concern of the competition factor. <br /> <br />Mot i on by Wi 11 i ams, seconded by Gunderman, to SCHEDULE A PUBLIC <br />HEARING ON APRIL 24, 1990 FOR THE PURPOSE OF CONSIDERING THE <br />ORGANIZATION OF WASTE HAULING IN THE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />A Council work session has been scheduled on April 12th to discuss <br />the organizing of a waste plan.
