<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 13, 1990 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Les Proper, City Engineer, presented the feasibility study for the <br />County Road E sidewalk (Stinson Boulevard to Silver Lake Road). <br /> <br />The feasi bi 1 i ty study was ordered by the Council in response to a <br />petition received from 46 residents. <br /> <br />The sidewalk portion was identified as a future skeletal sidewalk <br />during the public meetings on the Old Highway 8 Greenway Project. <br />It wi 11 be located one foot south of the north ri ght-of-way 1 i ne, <br />and will enable a six foot boulevard space between the sidewalk and <br />future curb, when County Road E is widened. <br /> <br />Six retaining walls would be built ranging in length from 50 feet <br />to 150 feet and between 2 to 4 feet in height. The City will have <br />to acqu ire temporary slope easements from the res i dents abutting <br />County Road E during the construction period. <br /> <br />Williams asked if the retaining walls on the east side would need <br />to be removed upon the poss i b 1 e deve 1 opment of the J. U ,0. site. <br />Proper said that if the development of the J.U.O. site would require <br />removal of the walls, the wall material could be removed and used <br />again. <br /> <br />A public hearing will be held on March 27, 1990, and notices will <br />be mailed to adjacent property owners and residents who signed the <br />petition. <br /> <br />Proper verified that M.S.A. funds cannot be used on this project <br />because County Road E is not built to M.S,A. standards. Benke <br />directed staff to research the variance process and then present a <br />request for M.S.A. funding of the sidewalk to the County Variance <br />Board. <br /> <br />Motion by Gunderman, seconded by Brandt, to RECEIVE THE FEASIBILITY <br />STUDY FOR THE COUNTY ROAD E SIDEWALK AND SET A PUBLIC HEARING FOR <br />7:30 P.M., MARCH 27, 1990. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Mattila presented for consideration the preparation of non- <br />conforming land use action plan. <br /> <br />To effectively foster redevelopment of key sites and guide private <br />investments, the City shaul d develop a set of strategi es or an <br />action plan to establish the City's position regarding the expansion <br />or further development of exterior storage and other nonconforming <br />uses along the Old Highway 8 Corridor. <br /> <br />Council Business <br /> <br />Feasibility Study for <br />(0.
