I

I

I

Council Meeting Minutes
January 9, 1990

Page 7

Council Business, continued

Les Proper, City Engineer, presented for consideration the purchase
of a computer system for the Public Works Department.

The Mn/DOT state Aid Office has developed a standard computer system
package for c it i es and wi 11 allow the use of some M. S. A. funds
towards the purchase. The computer package i ncl udes standard
hardware and software which would enable M.S.A. project reporting
electronically to Mn/DOT, electronic communications with other
cities and counties, and word processing and spreadsheet
applications.

The State bid includes enhancements to the basic system which can
operate Computer Aided Design (CAD) software. CAD is being used by
many larger cities and counties and is rapidly becoming the state
of the art for drafting maps and plans. This is an excellent
opportun ity for smaller c it i es to get into CAD without a maj or
expenditure.

Mn/DOT will allow cities to use their M.S.A. funds for up to 60% of
the purchase of the basic system. A city would pay 40% of the basic
system cost and 100% of the enhancements needed for CAD.

The total cost of the basic package and enhancements for CAD is
$12,233.00. The M.S.A. funding amount is $4,987,80, and the City
would pay the remaining cost of $7,245.20. Funding for the City
share has been provided in the 1990 budget. Also, a small
digitizing pad and CAD software are needed to get started and will
cost about $500.

Sometime in 1991, a plotter for large maps and plans would need to
be purchased and woul d be a budgeted item in 1991. The plotter
costs about $3,400,

The Engineering staff is very familiar with the computer system1s
processors, software and printers.

Motion by Gunderman, seconded by Williams, to APPROVE THE PURCHASE
OF THE STANDARD COMPUTER PACKAGE AND ENHANCEMENTS FOR CAD, AND TO
APPROVE THE MN/DOT AGREEMENT REQUESTING USE OF M.S.A.
