<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />January 9, 1990 <br /> <br />Page 8 <br /> <br />Council Business, continued <br /> <br />Margaret Egan, Finance Director, presented the annual resolution to <br />establish wage ranges and insurance contributions for non-organized <br />personnel. <br /> <br />The City's pay plan for non-organized personnel is revised annually <br />and gives top pay equal to the Metropolitan mean, The current mean <br />is for 1989 compensati on, and a 4% increase was used to proj ect the <br />1990 rate. The Stanton survey and other supplemental surveys were <br />used to determine the Metropolitan mean. <br /> <br />Continuation of the health insurance monthly premium contribution <br />is proposed. The 1989 health insurance contribution for family <br />coverage was $205 and the single coverage premium was paid by the <br />City. The proposed pol icy change to increase the 1990 monthly <br />family contribution by $10 is because of the rising cost of health <br />care and internal equity. <br /> <br />Also, proposed is to revise the mileage reimbursement rate to the <br />IRS allowable limit of $ ,26 per mile. <br /> <br />Egan noted the additional Council handout which listed a pay change <br />for the Election Coordinator, Bartender, and Sergeant positions. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ESTABLISHING WAGE RANGES AND INSURANCE <br />CONTRIBUTION FOR NON-ORGANIZED PERSONNEL. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />Dave Childs, City Manager, presented for consideration an amendment <br />to regulate liquor fees. <br /> <br />Per Council request, City Attorney LeFevere prepared an amendment <br />to the resolution. The proposed amendment would modify the fee <br />structure for the on-sale liquor license of the Tri-City Legion to <br />reflect the frequent public use of their assembly hall. <br /> <br />The Tri -City 's commun i ty servi ce efforts have been a tremendous <br />benefit to the community and should be reflected in their annual <br />fees. The effect of the resolution, if adopted, would be a $2,816 <br />reduction in their annual fees, however, their total license cost <br />would still be approximately $10,000. <br /> <br />The basis of the amendment is the "interior public area" which is <br />separate from the bar and restaurant area and is used primarily for <br />special scheduled events of organized groups where 1 iquor is not <br />served. <br /> <br />.
