Council should define an outline which gives direction to the <br />Environmental Quality Commission. The EQC should be encouraged <br />to utilize expertise of the Engineering Department and area <br />residents. Identification of the problem and source is needed <br />to determine if the natural rate of sedimentation is the cause <br />of the problem or to what extent it is being exacerbated by <br />development activities. <br /> <br />2. Determine the responsibility factor in ~r.~ cleaning and <br />maintaining of the lakes --- lakeshore homeowner or City <br />residents. Brandt feels it is important for New Brighton to be <br />a desirable community to live ih with clean and healthy lakes. <br />This is a direct benefit, not only to the lakeshore homeowner, <br />but the entire city. <br /> <br />3. Di rect staff to research the previ ous Lake Di ane project and <br />other similar requests to determine procedures and solutions. <br /> <br />4. Staff should make recommendations to the Council for <br />options, solutions, and courses of action. These <br />recommendations should include cost estimates, maintenance, <br />regulations" restrictions, policy changes and possible City <br />intervention. <br /> <br />5. Council would then refer the recommendations to the EQC <br />for possible solutions. The EQC would present these <br />solutions to the Council. <br /> <br />Gunderman feels an appropri ate department head 01' staff member <br />should be assigned to outline the Council's request and then direct <br />these concerns to an appropriate staff member or commission. The <br />staff member or commission should structure the concerns and bring <br />recommendations back to Council. The Council would then assign the <br />project to a specific committee. <br /> <br />Benke suggested that, if possible, the recommendation be structured <br />for use by the Council at the strategic planning update sessions in <br />January or February. <br /> <br />Williams feels a high priority should be p.laced on cost analysis. <br /> <br />Proper reviewed the situation and does not feel it can be handled <br />by City Maintenance. Proper feels the solution could be costly and <br />there is no "quick fix" to this problem.
