<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />November 14, 1989 <br /> <br />Page 13 <br /> <br />Council Business, continued <br /> <br />Council Business <br /> <br />Williams noted that the County Road E sidewalk project has caused <br />fill materials to drain into wetlands. <br /> <br />Motion by Brandt, seconded by Benke to REFER THE SEDIMENTATION ISSUE Lake Forest <br />TO THE ENVIRONMENTAL QUALITY COMMISSION TO COMPILE ISSUES AS A FIRST Sedimentation Problem <br />PHASE AND PRESENT THESE ISSUES TO AND ASK STAFF FOR THEIR ASSISTANCE Report 89-270 <br />IN FRAMING THE ISSUES; REQUEST STAFF TO PRESENT THE PROPOSAL TO <br />COUNCIL; AND AT THAT TIME, COUNCIL WOULD REFER THE PROJECT TO THE <br />APPROPRIATE COftIttITIEE. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Childs noted that a request was made to investigate numerous <br />complaints of certain residences being the sites of repeated and <br />uncontrolled parties. Party House Ordinance <br />Report 89-271 <br /> <br />As a result, staff has looked at other communities who enforce a <br />"party house" ordinance. <br /> <br />Larson described an incident which occurred in his neighborhood <br />where a house was the site of many parties and numerous <br />disturbances. The residents formed a neighborhood committee and <br />with the help of the Police Department contacted the owner of the <br />house. <br /> <br />Brandt noted that the definition of disorderly conduct can be varied <br />and should not be limited to require a large group of people. <br /> <br />Larson feels parents should be held l"espoiisible for disturbances <br />directly related to a party held at their residence. <br /> <br />Childs feels this issue needs to be investigated thoroughly before <br />the adoption of an ordinance. <br /> <br />LeFevere noted that other cities' ordinances have added prOV1Slons <br />which enable the Police to determine the severity of a situation. <br /> <br />Benke feels the Citizen Study Committee should discuss this problem <br />with the PTA and student councils, and then make a recommendation <br />for subsequent action. <br /> <br />Motion by Benke, seconded by Williams, to REFER TO THE CITIZEN STUDY <br />COMMITTEE TO REVIEW AN ORDINANCE FOR UNCONTROLLED PARTIES AND REPORT <br />RECOMMENDED ACTION TO THE COUNCIL. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br />
