<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 26, 1989 <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />David Childs, City Manager, presented the recommendation for <br />selection of the Community Center architect. <br /> <br />The Community Center Steering Committee has completed an extensive <br />review process and selected three finalists from seven architectural <br />firms who submitted proposals. <br /> <br />The three fi na 1 i sts were the fi rms of BRW, B\~BR, and AKR. All <br />finalists were interviewed on September 19th. <br /> <br />After much discussion and substantial reference checks, the <br />committee felt B~IBR could best meet New Brighton's needs. BWBR <br />proposed a team effort wi th Barker, Ri nker, Seacat and Partners <br />specifically Ron Rinker as lead architect (Plymouth and Shoreview <br />commur.ity centers architects), and the use of the same mechanical <br />C0i1SUlt,;\lt c.s the N'ational Guard, noting their ability to work with <br />community and advi SOI'Y groups, past referendum success, innovation, <br />and a "wi n-wi n~' approach wi th the f,lat i ona 1 Guard. <br /> <br />Th-e Comr.rittec recommends utilizing B~'JBR architects and Rinker with <br />a Phase I fee -of $32,000. The Steering Committee also strongly <br />recommends the use of CPMI, Inc. for cost estimation at an <br />additional cost of $3,500. <br /> <br />Williams noted that each firm was asked for their recommendations <br />on proceeding with the project without a selected site. All three <br />firms felt it would not be a good idea to begin the design phase <br />without a selected site. <br /> <br />Brandt asked if consideration was given to the choosing of an <br />architectural firm that promotes the hiring of women and minorities. <br />LeFevere noted that the City does not have a legal obligation, but <br />would have the authority to set aside public contracts to minority <br />or women contractors. <br /> <br />Williams said the interviews were conducted in <br />the individual firms' experience and talent. <br />B\~BR is a large firm and would most likely <br />minority individuals. <br /> <br />a way to search for <br />Williams noted that <br />include female and <br /> <br />Brandt noted that many facilities built in Minnesota do not meet <br />the needs of the handicapped and women.
