<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />September 12, 1989 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Council Business <br /> <br />Proper presented the bids for the County Road E Sidewalk Project 88- <br />32. Award of Contract for <br />County Road E Sidewalk <br />Bids for Project 88-32 were opened at 11:00 a.m., Wednesday, August Report 89-225 <br />30, 1989. Two bids were received: Halvorson Concrete, Inc. - <br />$128,584.75, and Thomas & Sons Construction, Inc. - $140,548.00. <br /> <br />No action was taken on the bids at the August 30, 1989, Special <br />Council meeting in order to give staff and the O.S.M. consultant an <br />opportunity to explore possible cost saving options. <br /> <br />The Old Highway 8 sidewalk was awarded at the August Special Meeting <br />in order to meet the required M.S.A. deadline to reduce the City's <br />fund balance. <br /> <br />After reviewing alternatives, staff recommends the County Road "E" <br />sidewalk bid be awarded to Halvorson Concrete Inc., who constructed <br />much of our existing sidewalk system. Staff also recommends <br />approva 1 of Change Order #1 for the postpon i ng of the s i dcwa 1 k <br />construction in the fill areas until Spring, 1990, and to adjust the <br />common borrow price to reflect the use of City and County street <br />sWllepi ngs. The amount of the Change Or ler woul d be a savi ngs of <br />about $12,000. <br /> <br />Proper said a temporary gravel surface will be installed in the <br />delayed fill areas to accommodate pedestrians until the sidewalk is <br />completed. Brandt asked if the temporary surface will be maintained <br />dul'ing the winter months and what is the final completion date. <br />Proper said the temporary surface will be maintained this winter and <br />final completion is expected in June, 1990. <br /> <br />Dave Mitchell, Orr, Schelen, Mayeron & Associates, said the primary <br />project is scheduled for completion before November 1, 1989. Final <br />completion work on the fill areas and any restoration work should <br />be completed before June 15, 1990. <br /> <br />Brandt asked the measurements of the proposed s i dewa 1 ks. Mr. <br />Mitchell said the sidewalks will be five feet wide and will be <br />placed one foot off the right-of-way line. The sidewalks will <br />meander around mature trees and there will be an average of 11 feet <br />between the road and the sidewalks. <br />
