I I I Council Meeting Minutes September 12, 1989 Page 6 Council Business, continued Council Business Proper presented the bids for the County Road E Sidewalk Project 88- 32. Award of Contract for County Road E Sidewalk Bids for Project 88-32 were opened at 11:00 a.m., Wednesday, August Report 89-225 30, 1989. Two bids were received: Halvorson Concrete, Inc. - $128,584.75, and Thomas & Sons Construction, Inc. - $140,548.00. No action was taken on the bids at the August 30, 1989, Special Council meeting in order to give staff and the O.S.M. consultant an opportunity to explore possible cost saving options. The Old Highway 8 sidewalk was awarded at the August Special Meeting in order to meet the required M.S.A. deadline to reduce the City's fund balance. After reviewing alternatives, staff recommends the County Road "E" sidewalk bid be awarded to Halvorson Concrete Inc., who constructed much of our existing sidewalk system. Staff also recommends approva 1 of Change Order #1 for the postpon i ng of the s i dcwa 1 k construction in the fill areas until Spring, 1990, and to adjust the common borrow price to reflect the use of City and County street sWllepi ngs. The amount of the Change Or ler woul d be a savi ngs of about $12,000. Proper said a temporary gravel surface will be installed in the delayed fill areas to accommodate pedestrians until the sidewalk is completed. Brandt asked if the temporary surface will be maintained dul'ing the winter months and what is the final completion date. Proper said the temporary surface will be maintained this winter and final completion is expected in June, 1990. Dave Mitchell, Orr, Schelen, Mayeron & Associates, said the primary project is scheduled for completion before November 1, 1989. Final completion work on the fill areas and any restoration work should be completed before June 15, 1990. Brandt asked the measurements of the proposed s i dewa 1 ks. Mr. Mitchell said the sidewalks will be five feet wide and will be placed one foot off the right-of-way line. The sidewalks will meander around mature trees and there will be an average of 11 feet between the road and the sidewalks.
