<br />I <br /> <br />Council Meeting Minutes <br />August 8, 1989 <br /> <br />.-r <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Les Proper, City Engineer, presented the plans and specifications <br />for the County Road E and Old Highway 8 sidewalks. <br /> <br />The County Road E sidewalk will be located along the north boulevard <br />of County Road E from Silver Lake Road to 01 d Hi ghway 8. The <br />Segment 0 sidewalk of Old Highway 8 runs from 1-694 to Long Lake <br />Regional Park. Also included is a portion of Segment A, running <br />from County Road 0 to the Soo Line bridge. <br /> <br />There will be separate bids for the County Road E sidewalk and the <br />Old Highway 8 sidewalk segments. The separation was required to <br />insure that approval of M.S.A. funding for the Old Highway 8 <br />segments does not delay the County Road E work. <br /> <br />I <br /> <br />The revised construction cost estimate for the two segments of the <br />Old Highway 8 sidewalk proposed for construction this fall is <br />$147,810. State law requires that projects over $100,000 be <br />advertised for three weeks prior to the bid opening. Projects under <br />$100,000 need to be advertised 10 days prior to the bid opening. <br /> <br />The City must award a contract on the Old Highway 8 segments prior <br />to September 1, 1989, to avoid an approximate $104,000 reduction of <br />our 1990 M.S.A. allotment. A special Council meeting to award the <br />bid will need to be scheduled on August 30th in order to avoid such <br />a reduction. <br /> <br />The construction cost estimate for the County Road E sidewalk is <br />below $100,000 and the bid can be awarded at the August 22, 1989, <br />Council meeti ng. <br /> <br />The project schedule is very tight out of necessity to complete the <br />sidewalks this fall. The sidewalk construction is consistent with <br />the recently approved s i dewa 1 k/Greenway Pl an. Pl ans and <br />specifications for the remaining segments of the Old Highway 8 <br />sidewalk are more difficult and time consuming to prepare.
