<br />I <br /> <br />Council Meeting Minutes <br />August 8, 1989 <br /> <br />-"f' <br /> <br />Page 7 <br /> <br />Council Business, continued <br /> <br />Benke' asked whether it might have been poor quality of the <br />bituminous material that was installed in 1980 on 17th Avenue NW. <br />Proper said the water problem contributed greatly to the breakdown <br />of the bituminous material, and added that drain tile should have <br />been initially installed in 1980. Other projects completed that <br />same time did not have problems with the bituminous material. <br /> <br />Benke asked if the Pike Lake Trail plans addressed the erosion <br />concerns of the residents on the south end of the lake. Maurie <br />Anderson, Park and Recreation Director, said some residents are <br />concerned that soil erosion from the trail would go into the lake. <br />Anderson said the portion of the trail that abuts the lake would be <br />constructed very level and flat and the potential for erosion going <br />into the lake would be very minimal. <br /> <br />I <br /> <br />Philip Goodrich, 1129 Pike Lake Drive, feels precautions should be <br />taken to prevent soi 1 erosi on, especi ally duri ng the constructi on <br />period. Proper said the grading is very minimal and sod will be <br />installed along the boulevard space to absorb rain water. Anderson <br />added that if erosion occurs, the City could install low retaining <br />wa 11 s . <br /> <br />Proper verified that the contractor is required to post a bond equal <br />to 100% of the contract. The bond is released at the time of the <br />completion of satisfactory work. The plans and specifications <br />include a provision for erosion control. <br /> <br />Larson feels the installation of lighting along the trail should be <br />considered next year. <br /> <br />Motion by Gunderman, seconded by Brandt, to APPROVE THE PLANS AND <br />SPECIFICATIONS FOR THE PIKE LAKE TRAIL CONSTRUCTION, 17TH AVENUE NW <br />STREET REPAIRS AND MISCELLANEOUS BITUMINOUS WORK AND AUTHORIZE THE <br />ADVERTISEMENT FOR BIDS. <br /> <br />4 Ayes - 0 Nayes, Motion Carried <br /> <br />David Childs, City Manager, presented the staff recommendations for <br />action steps and time lines for the Armory/Community Center program. <br /> <br />I <br /> <br />Staff recommends that Council adopt a resolution of interest/intent <br />with the National Guard.
