<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 27, 1989 <br /> <br />Page 10 <br /> <br />Council Business, continued <br /> <br />Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION AUTHORIZING THE NEW BRIGHTON POLICE DEPARTMENT <br />TO IMPLBMENT PROJECT DARE AND TO SEEK A MEASURE OF PRIVATE SECTOR <br />FUNDING. <br /> <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Williams asked if success rate statistics for the D.A.R.E. program <br />have been published. Kelley explained that because of the newness <br />of the program, it is difficult to document a success rate. The Los <br />Angeles unified school district and the Los Angeles Police <br />Department will conduct a seven year follow-up study within the next <br />two to three years. <br /> <br />Ke 11 ey verifi ed that staff woul d evaluate the 1 oca 1 program on a <br />continual basis. <br /> <br />David Chil~s, City Manager, presented an amendment to the City Code <br />which would establish a maximum monthly compensation to the Mayor <br />and Councilmembers. <br /> <br />A 1988 AMM survey of mayoral and councilmember compensation rates <br />for cities over 20,000 population indicated that the average monthly <br />compensati on for a mayor was $572 and $421 for counci 1 members. <br />Fourteen cities out of 27 in this category increased their <br />compensation in 1988. In 1989, 11 cities increased compensation <br />rates to a monthly average of $593 for mayor and $440 for <br />councilmembers. To date, five cities have passed ordinances <br />increasing council compensation rates for 1990. The average monthly <br />mayor compensation is $613 and $453 for councilmembers. <br /> <br />The current monthly compensation in New Brighton for mayor is $475 <br />and $375 for councilmembers. These figures are no longer consistent <br />with current or anti ci pated 1990 average rates. Therefore, an <br />ordinance is proposed to change the Mayor and Councilmembers <br />compensati on rates to $600 ($7, 200/year) for the Mayor and $465 <br />($5,580/year) for Councilmembers. <br /> <br />Mi nnesota Statues requ ire that compensation changes cannot take <br />effect until after the next general e 1 ecti on.
