<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />June 27, 1989 <br /> <br />Page 9 <br /> <br />Council Business, continued <br /> <br />John Kelley, Chief of Police, presented a Project D.A.R.E. update. <br /> <br />Project D.A.R.E. provides law enforcement and teachers with an <br />exciting approach for working together to prevent drug use among <br />school children. The program originated in Los Angeles and has been <br />found to be very successful and was greeted with enthusiasm both by <br />law enforcement and school personnel. <br /> <br />Uni formed pol ice offi cers functi on as cl ass room instructors to <br />deliver a 17 part curriculum to elementary and middle school <br />students. A semester-long effort equips students with drug <br />information, methods to enhance self-esteem, specific analytical and <br />decision-making skills and the motivation to employ the skills <br />learned. <br /> <br />St. Paul is presently utilizing Project D.A.R.E. and feels a <br />combined approach throughout Ramsey County would create a successful <br />program. The D.A.R.E. program requires a three year commitment. <br /> <br />New Br; ghton 1 aw enforcement have met with representati ves from <br />School District 621 and found support and enthusiasm for the <br />project. Also, the St. Anthony Pol ice Department have expressed <br />interest. <br /> <br />An openi ng has been reserved in the Los Angeles Pol ice D. A. R. E. <br />trai ni ng program for a New Bri ghton offi cer. The offi cer chosen <br />would spend about 50% of his time on patrol duties and 50% on <br />D.A.R.E. duties. <br /> <br />Benke asked what degree of parental involvement is included in the <br />program. Kelley said an introductory session is offered to parents <br />to explain the details of the program. <br /> <br />Brandt asked what costs are involved in this program. Kelley feels <br />the program would not require additional personnel cost, but private <br />sector funding would be required for the cost of materials. <br /> <br />Gunderman feels this is an excellent approach to the drug problem <br />and supports the project. <br /> <br />Benke also endorses the project and awaits the results. <br /> <br />Brandt commended staff in working together with school officials <br />and other law enforcement agencies to pursue this worthwhile <br />proj ect. <br /> <br />Council Business <br /> <br />Project D.A.R.E. <br />Report 89-173 <br />Resolution 89-88 <br />
