<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />May 23, 1989 <br /> <br />Page 5 <br /> <br />Council Business, continued <br /> <br />Mattila presented for consideration the site plan review to <br />construct a cold storage building behind the existing Printing <br />Enterprises building. The proposed building would be used for the <br />storage of printing supplies. <br /> <br />The proposed structure would comply with district and City parking <br />standards, however, the street side of the proposed structure must <br />be of a decorative material in order to comply with Industrial <br />Performance Standards. Also, a coniferous screen is needed along <br />the east portion of the site to screen the existing and proposed <br />buildings and docking activity from I-35W. <br /> <br />Staff has suggested the construction of a tilt-up slab addition onto <br />the back of the existing building versus the proposed metal <br />building. The applicant informed staff "such an addition would be <br />considered for manufacturing purposes, but not for storage <br />purposes." The applicant feels the tilt-up slab addition would not <br />be cost effective because the structure would be used only for <br />storage purposes. <br /> <br />A major concern of staff is the appearance of the site. The area <br />is clearly visible from I-35W and is located near a targeted <br />redevelopment area. <br /> <br />Staff has found that the 1986 1 andscape plan has not been full y <br />implemented. The applicant noted the reasons for not fully <br />implementing the plan include landscape contractor problems and <br />damage from the 1988 drought. Staff feels the implementation of the <br />landscape plan would improve the appearance of the site, but still <br />has concerns in regards to the appearance of the proposed structure <br />and the rear of the existing building. <br /> <br />Don Trainor, President, Printing Enterprises, presented to Council <br />photographs of area businesses on Highway 8. Mr. Trainor feels <br />these photographs illustrate the unsightly storage of equipment and <br />other businesses' lack of landscaping along Highway 8. Mattila and <br />Locke noted they were unaware of the photographs and has not <br />reviewed them before tonight's meeting. <br /> <br />Trainor asked if Beisswengers were required to post a performance <br />bond for the conditional installation of their landscaping plan. <br />Mattila said Beisswengers were required to post a bond, but noted <br />they have until June 15th to complete their landscaping plan. <br /> <br />Tra i nor feels the requi rements proposed by the staff are <br />"excessive". <br /> <br />Council Business <br /> <br />Site Plan for Storage <br />Building for Printing <br />Enterprises <br />Report 89-146 <br />
