<br />I <br /> <br />I <br /> <br />1 <br /> <br />Council Meeting Minutes <br />May 23, 1989 <br /> <br />Page 6 <br /> <br />Council Business, continued <br /> <br />Locke mentioned that when a business plans to make improvements or <br />if the property is redeveloped, staff can require conditions for <br />upgrading the property. During that time, staff would make every <br />effort to insure the implemention of the site plan. <br /> <br />Mattila explained that the approval of the Printing Enterprises site <br />plan is contingent upon the compliance of a modified landscape plan. <br /> <br />Wi 11 i al11s feels the Ci ty waul d be adequately protected with the <br />provision of the performance bond. Williams suggested investigating <br />the possibility of retaining a landscape arctitect firm to review <br />the landscape plans received from businesses. <br /> <br />Mattila said he has enlisted Rick Wriskey, City Forester, on several <br />occasions to review landscape plans. <br /> <br />Benke mentioned that many of the sites photographed are located in <br />the proposed Greenway Plan area. Trainor feels the landscaping of <br />these properties is not as unsightly as the storage of trailers and <br />lawnmowers. <br /> <br />Brandt feels Mr. Trainor has built an attractive building and has <br />maintained the grounds on his property. <br /> <br />Larson asked what procedures would be followed upon the possible <br />default of the implementation of Beisswenger's landscape plan. <br />Mattila said formal action would be taken to inform the appl.icant <br />of the violations, and staff would then obtain the monies from the <br />performance bond to perform the landscaping if they fail to comply. <br />Mattila said staff and Beisswengers have been working to establish <br />a rear yard exteri or storage area to relocate thei r used mower <br />section. <br /> <br />Motion by Williams, seconded by Brandt, to APPROVE LP-244, SUBJECT <br />TO THE FOLLOWING CONDITIONS: <br />1. APPROVAL OF GRADING AND DRAINAGE PLANS BY CITY ENGINEER. <br />2. APPROVAL OF PERMIT BY THE RICE CREEK WATERSHED DISTRICT. <br />3. PROVISION OF DECORATIVE MATERIAL PER SECTION 6-390 (L) ON THE <br />STREET SIDE OF THE PROPOSED METAL BUILDING, TO BE APPROVED BY <br />CITY PLANNER AND BUILDING OFFICIAL. <br />4. PROVISION OF A CONIFEROUS SCREEN ALONG THE EAST PROPERTY LINE <br />OF THE SUBJECT SITE. <br />5. COMPLIANCE WITH THE MODIFIED LANDSCAPE PLAN FOR THE SUBJECT <br />SITE. <br />6. THE PROVISION OF A PERFORMANCE BOND OR LETTER OF CREDIT EQUAL <br />TO 100% OF THE COST TO INSTALL ALL LANDSCAPE AND SCREENING <br />IMPROVEMENTS. <br />5 Ayes - 0 Nayes, Motion Carried <br /> <br />Council Business <br /> <br />Site Plan for Storage <br />Building for Printing <br />Enterprises <br />Report 89-146 <br />
