The proposed machine would Recycling Proposal <br />be 15 feet high and 7 feet wide and painted to resemble a Coca-Cola <br />can. <br /> <br />Mattila said that in order to place such a facility in New Brighton <br />two special use permits are required. A special use permit is <br />required to locate the facility in the B-3 District, and another <br />speci a 1 use permi tis requi red to amend the Ri ce Creek Shoppi ng <br />Center Sign Plan to allow for a 330 square foot Coca-Cola <br />advertising sign. Gator Marketing has suggested placing the machine <br />on the east side of the building near Super America. <br /> <br />Mattila said the Planning Commission has voiced several concerns <br />regardi ng the appearance of the structure, parki ng congesti on, <br />maintenance, and groundskeeping. <br /> <br />Mattila and Dave Fridgen, City Sanitarian, visited the Gator <br />Marketing facility in Forest Lake. Staff found the structure did <br />not comply with the five standards for the special use permit in the <br />B-3 District, and did not comply with the special use permit <br />guidelines for a sign plan amendment. <br /> <br />Benke raised the question of the need for such a facility in the <br />community and the appearance of the exterior and surrounding areas. <br /> <br />Larson noted the potential traffic problems that could be caused by <br />the distraction of the display. Larson endorses the need to <br />encourage people to recycle, but some restrictions need to be <br />applied. Mattila said one of the special use permit requirements <br />is that structure would not impact public safety in a negative way. <br /> <br />Gator informed Mattil a that they plan to locate one of these <br />structures in every community. Benke said Gator Marketing feels a <br />structure located in New Brighton would serve several surrounding <br />communities. <br /> <br />Wi 11 i ams sai d the current recycl i ng pi cture is somewhat IIhazyll <br />because of Super Cycle's problems, but a coalition of haulers is <br />presently pursuing the possibility of purchasing the recycling <br />business. Williams would prefer that a decision not be made until <br />the present Ramsey County recycling problem is resolved. Williams <br />has concerns regardi ng the appearance of the structure and it's <br />possible impact on the larger recycling picture. Williams noted <br />that presently two recycling machines are located at the Country <br />Store in St. Anthony. <br />
