The County hopes to award a contract thi s year to insure <br />funding. If the Long Lake Road Bridge is scheduled for construction <br />in 1990, arrangements could be made to formalize bonding and begin <br />the project after the Long Lake Road completion. <br /> <br />Gunderman asked if the project can be postponed to consider options <br />for the location of the road and sidewalk. Benke felt this would <br />involve intensive design plans. <br /> <br />Ramsey County would prefer, upon Council approval, to proceed with <br />the detail design and then develop a preliminary plan. The designs <br />woul d show the proposed improvement, identify the ri ght-of-way <br />needs, and sidewalk plans. Mr. Gray said the plans could be <br />available by this summer. <br /> <br />Gunderman verified that the City could modify and give input of <br />these designs plans. <br /> <br />~0tion by Brandt, seconded by Benke, to WAIVE THE READING AND ADOPT <br />-.-,iE RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING PREPARATION OF <br />~LANS AND SPECIFICATION FOR PROJECT 89-13, 5TH AVENUE NW <br />RECONSTRUCTION UPON THE CONDITION THAT SUCH IMPROVEMENT IS HEREBY <br />ORDERED AS PROPOSED SUBJECT TO RESOLUTION OF CONCERNS DURING THE <br />DESIGN AND PLAN PREPARATION PHASE ON RETAINING WALLS, LOCATION OF <br />SIDEWALKS AND CURBING AND FILLING ON PRIVATE PROPERTY. <br /> <br />5 Ayes - 0 Nayes, motion carried <br /> <br />Benke thanked the residents for their input and directed staff to <br />keep them inform of upcoming issues. <br /> <br />Anne Norris presented the public hearing to create Tax Increment <br />Financing District No. 17. <br /> <br />The area to be included in TIF #17 includes three parcels north of <br />County Road D, two owned by Hydro Stream/Pipkorn and one owned by <br />frank Morrison. The site is approximately 6.25 acres in size.
