The County hopes to award a contract thi s year to insure funding. If the Long Lake Road Bridge is scheduled for construction in 1990, arrangements could be made to formalize bonding and begin the project after the Long Lake Road completion. Gunderman asked if the project can be postponed to consider options for the location of the road and sidewalk. Benke felt this would involve intensive design plans. Ramsey County would prefer, upon Council approval, to proceed with the detail design and then develop a preliminary plan. The designs woul d show the proposed improvement, identify the ri ght-of-way needs, and sidewalk plans. Mr. Gray said the plans could be available by this summer. Anne Norris presented the public hearing to create Tax Increment Financing District No. 17. The area to be included in TIF #17 includes three parcels north of County Road D, two owned by Hydro Stream/Pipkorn and one owned by frank Morrison. The site is approximately 6.25 acres in size. TIF #17 is proposed to facilitate Interstate Centre Development Group's redevelopment project which consist of a 80,000 square feet office/showroom. The City will use proceeds from the tax increment district to fund the acquisition of these parcels.
