Motion by Williams, seconded by Gunderman to CLOSE THE PUBLIC HeARING FOR THE CREATION OF TAX INCREMENT FINANCING DISTRICT NO. 17. 5 Ayes - 0 Nayes, motion carried Public Hearing Tax Increment Financing District #17 Report 89-121 Resolution 89-65A Motion by Williams, seconded by Larson to WAIVE THE READING AND 10:05-10:10 p.m. AOOPT THE RESOLUTION APPROVING DEVELOPMENT DISTRICT AND TAX INCREMENT FINANCING DISTRICT PLANS NO. 17. 5 Ayes - 0 Nayes, motion carried Council Business Council Business Benke noted that Opus requested continuance of the Development Agreement for TIF District #6 until the May 9, 1989 council meeting. Opus Development Agreement Motion by Benke, seconded by Williams, to CONTINUE THE DEVELOPMENT Report 89-122 AGREEMENT WITH OPUS CORPORATION UNTIL THE MAY 9, 1989, COUNCIL MEETING. 5 Ayes - 0 Nayes, Motion carried Maurie Anderson, Parks and Recreation Director, presented the Plans and Funding of concept plan for the south portion of the Pike Lake Trail. Pike Lake Trail Report 89-123 The trail would begin at Pike Lake Drive and terminate at Long Lake Road. The trail would be eight feet wide bituminous and would provide for hiking and biking traffic. Construction is expected to bEgin this fall. The project has been under consideration since 1986. Reasons for the delay include almost two years of negotiations with United Church of Chri st in regard to the 1 ocat; on and cost of a tra; 1 easement; uncertainty of the final design of Long Lake Road, and the Ramsey County trail system. The church has agreed to the City reconstruction of a portion of their driveway. The plan has been presented to residents on three occasions with the last meeting on April 5, 1989. Initial reaction to the plan was strongly unfavorable, however, staff and Park Board have reviewed the many resident's suggestions.
