<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 25, 1989 <br /> <br />Page 17 <br /> <br />Council 8usiness, continued <br /> <br />Funding fOi' this project include, $15,000 from the 1986 CIP and <br />$21,000 from unexpended 1988 Parks capital funds and revenues to the <br />1989 Parks capital improvement fund. <br /> <br />Benke asked Anderson the possibility of soil erosion near the lake. <br />Anderson said erosion could occur in the present state; but grading <br />the surfz,ce and installing a bituminous surface should prevent <br />erosion frCM going into the lake. <br /> <br />Gu;derman asked if the i nsta 11 i on of a bri dge has been cons i dered. <br />Anderson feels a bridge is not needed and investigation has not <br />begun to determine a need for a bridge. <br /> <br />Detmar Rose, 1539--12th Terrace, expressed concern for the following <br />issues: <br /> <br />No needs assessment has been per~ormed. <br />The possible deterioration of the watershed and wildlife <br />environment. <br />Liability incurred to the residents. <br />Hot a realistic budget. <br />Residents oppose the concept plan, but favor the <br />improvement of the retaining wall. <br /> <br />Senke stat0d that the Counci 1 has \'evi ewed the f'Jndi ng of thi 5 <br />p I' 0 j e ct . <br /> <br />Gunderman said the Park Board first considered this project in 1968. <br /> <br />Benke feels the concept of connecting the P1ka Lake Trail with the <br />Long Lake Regional Park is a valid and realistic idea. <br /> <br />Anderson has spoken to the DNR about the lake's unique n~sting area. <br />The DNR feels that if the trees are not removed and if construction <br />is done in the fall, there would be minimal impact to the wildlife <br />popul ati on. The DNR feels the trail woul d not have a negati ve <br />impact on the wildlife. Anderson stated that upon completion of the <br />tra il, the area wi 11 have more trees than at the present timr:-. Tree <br />plo.l1ting would occur in Spring, 1990. Bushes will be planted to <br />screen the wa 1"' and 1 arger trees wi 11 screen the tra 41 from the <br />homes. <br /> <br />Anderson cannot comment on the liabiiity issue. <br /> <br />Anderson said dredging of the lake would not required.
