<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />April 25, 1989 <br /> <br />Page 18 <br /> <br />Council Business, continued <br /> <br />Anderson verified that presently a boat could launch from this area. <br />But, if the area is developed into a park, a City ordinance <br />prohibits boat launching in a park. <br /> <br />G~nderman acknowledged the good representation of residents at the <br />meetings, and felt Anderson did an outstanding job in addressing <br />resident's concerns. <br /> <br />Phil Goodrich, 1129 Pike Lake Drive, st:;ted he is a Registered <br />Agricultural Engineer. He has dealt with hydrology and <br />environmental issues and taught a number of environmental courses. <br />Mr. Goodrich feels the following issues should be addressed: <br /> <br />. Run-off of water into the lake. <br />The minimal footage of slide slope. <br />Loss of trees and bushes. <br />The need for the area to be filled. <br />The plan t1 ng of bushes along the wall to prev9nt <br />graffiti. <br /> <br />Mr. Goodrich feels the trail would bring more ~roblems with <br />individuals using this area for parties. MI". Goodrich presented <br />photographs to the Council of his cbservat ions of the current <br />conditions around the lake. <br /> <br />Anderson feels, upon casual observance, that the soils aro mostly <br />sandy. <br /> <br />Benke, also a registered Civil Engineer, differs from the opillions <br />expressed by Mr. Goodrich. Benke confirmed that a concept plan only <br />allows for concerns and issues to be addressed and analyzed. Benke <br />fee1s the resident's concerns are valid, and instructed staff to <br />address these concerns in the final report. <br /> <br />Gunderman agreed that the concerns are val i d, but based on the <br />City's past park history it has been proven that City parks increase <br />property values and create a favorable addition to the community. <br /> <br />~1ot i on by Gunderman, seconded by Brandt, to APPROVE l1~E CONCEPT PLAN <br />FOR THE SOUTH PIKE LAKE TRAIL AND DIRECT STAFF TO ADDRESS THE <br />RESIDENTS CONCERNS AND PREPARE PLANS AND SPECIFICATIONS AND PROPOSED <br />EASBilENT5 WITH THE UNITED CHURCH OF CHRIST AND MINNESOTA DEPAR1MENT <br />OF TRANSPORTATION. <br /> <br />5 Ayes - 0 Nayes, motion carried <br /> <br />Council Business <br /> <br />Plans and Funding of <br />Pi ke Lake Trail <br />Report 89-123 <br />
