I

I

I

Council Meeting Minutes
April 25, 1989

Page 23

Council Business, continued

Wi 11 i ams sa i d the State of Mi nncsota is in favor of an employee
giving a gift of vacation time to another employee, but feels the
value of employee vacation time is real and needed benefit. The
Sta te has dec i ded to app 1 y a cap on the 3.mount an emp 1 oyee can
assign.

Brandt commented that sick leave is a benefit to employees, and in
normal conditions, a large portion of sick leave is not used by an
employee. But, under this proposal the unused sick leave would be
reassigned and paid to the employee by the City. Brandt prefers to
see a long term disabil ity plan be considered as an option as
opposed to the sick leave proposal.

Brandt agrees with Benke that employees should be facilitated and
commended for their desire to help, but this facilitation should be
a donation of vacati on not si ck 1 eave. Tile number of days to be
donated would bo at the discretion of the employee without a cap.
Brandt suggested the establishment of a funC; to which the community
and staff could contribute.

Gunderman stated that Mr. Brouil 1 et is a 18-year veteran of the
police force and feels some type of support should be considered.
Gunderman suggested these three options:

1. The transfer of sick leave days with a cap.
2. The transfer of vacation days.
3. Organize community involvement and support.

Benke feels Gunderman's options give flexibility, and a blend of
vacation and sick leave should be considered. Vacation time is of
value to both the city and the employee. He noted that the vacation
pool may not be large enough for the 120 days required.

Wi ll"j ams asked what procedures are there for emp 1 oynes who have
passed their accruement of 120 days of sick leave. Orduno said the
City Manager has discretion to make arrangements for the use of this
t"jme.

Eg~n noted th is proposal does not requ ire that an employee have a
minimum amount available to be able to donate sick/vacation time.

Council appreciated the support staff has shown for Dave Brouillet.

Brandt reiterated that she feels limitations should be imposed on
the amount of sick leave donated. She feels employees should donate
vacation time as opposed to sick time, and donations from a
community drive should be considered.

Council Business

Assignment of Sick
Leave - Personnel
Ordinance
Report 89-128
Ordinance 568
