Brandt agrees with Williams'
suggestion, and feels it better illustrates that the employee's time
donated is a gift from the employee to the other employee.

Larson said according to the financial report, the City's liability
for the ass i gnment of 120 sick 1 eave days to a certain employee
would equal $18,500.

Eqan noted that at year-end 1988, the value of unused sick leave
h~urs for all employees totalled over $575,000. By comparison, the
year-end 1988 unused vacation hours is $131,000.

In addition to earning sick leave during employment, an employee,
upon termination, may receive 25% of unused sick leave as severance
pay. Past records show that employees are very cautious in the use
of sick time. Benke noted the issue is the treatment of un(ertain
fut~re liabilities versus real liabilities.

Thomson noted both Section 21-64 and Section 21-67 will need to be
amended, if the motion is for a one-time basis. The ordinance
wording would need to include that the City Manager has determined,
in the best interest of the City, to permit an employee to assign
his/her sick time to another employee.

Benke feels that with the significant concerns involved in this
issue, a study should be performed by staff.

Motion by Gunderman, seconded by Larson, to MODIFY AND ADOPT THE
AMENDMENT TO SECTION 21-64 AND SECTION 21-67 OF THE PERSONNEL
ORDINANCE TO ALLOW AN EMPLOYEE TO ASSIGN HIS/HER SICK LEAVE/VACATION
TIME TO ANOTHER EMPLOYEE UP TO A TOTAL MAXIMUM OF 120 DAYS ON A ONE-
TIME BASIS UPON THE DISCRETION OF THE CITY MANAGER.

4 Ayes - 1 Nay, Motion Carried

Motion by Benke, seconded by Williams, to WAIVE THE FIRST AND SECOND
READING AND THE REQUIREMENT THAT SEVEN DAYS ELAPSE BETWEEN READINGS
AND ADOPT THE AMENDMENT TO SECTION 21-64 ANI) SECTION 21-67 OF THE
PERSONNEL ORDINANCE.

I 5 Ayes - 0 Nayes, Motion Carried

Council Business

Assignment of Sick
Leave - Personnel
Ordinance
Report 89-128
Ordinance 568
