Benke would support an effort to inform residents of the proper use and management of fertilizer. Benke agreed with staff recommendation that the building of a major structure to catch sediments may not be feasible. Williams asked what the cause is for the irlcrease of sand and dirt draining into the lake. Proper said some fallout is from new construction, but it is not a real significant amount. Most of the fallout at the end of these pipes is from a redistribution of material from big storms. Some erosion is caused by parking, but curbing should alleviate this problem. The rip rap at the end of the pipe should minimize the scour hole. Benke said the reason for dredg; ng the 1 ake was because of the sediment from Rice Creek. Proper noted that stream bed erosion from the northern end of Rice Creek causes some of the problems in Long Lake. Motion by Gunderman, seconded by Brandt, to WAIVE THE READING AND ADOPT THE RESOLUTION ORDERING IMPROVEMENT AND AUTHORIZING P~tPARATION OF PLANS AND SPECIFICATIONS FOP. PROJECT 89-7, LONG LAKE AREA STREET RECONSTRUCTION UPON THE FOLLOWING CONDITIONS: 1. SUCH IMPROVEMENT IS HEREBY ORDERED AS PROPOSED WITH THE FOLLOWING EXCEPTIONS: A. THE 12" STORM SEWER PROPOSED TO BE LOCATED BETWr:EN 1657 AND 1673--14TH AVENUE NW IS ELIMINATED AND THE STREET CONSTRUCTED WITH A CURB OPENING TO CONVEY THE DRAINAGE OVER THE SURFACE OF THE LOTS AS PRESENTLY EXISTS; THAT DRIVEOVER TYPE CONCRETE CURB AND GUTTER BE USED IN LIEU OF THE PROPOSED BARRIER TYPE CURB AND GUTTER ON THAT PORTION OF 14TH AVENUE NW NORTH OF 16TH TERRACE TO HIPP'S VIEW POINT; THAT 12TH AVENUE NW BE CONSTRUCfED 24 FEET WIDE WITH A FULL TIME PARKING BAN ALONG THE EAST SIDE; THAT 13TH STREET NW BE CONSTRUCTED 24 FEET WIDE WITH A FULL TIME PARKING BAN ALONG THE NORTH SIDE; THAT THE PORTION OF 14TH AVENUE NW NORTH OF 15TH TERRACE NW BE CONSTRUCTED 24 FEET WIDE WITH A FULL TIME PARKING BAN ALONG THE WEST SIDE; B.
