<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />March 28, 1989 <br /> <br />Page 15 <br /> <br />Council Business, continued <br /> <br />Proper presented the, feasibility study for city project 89-13, 5th <br />Avenue NW between County Road E-2 and Old Highway 8. <br /> <br />The report was prepared by Short, Ell i ot, Hendri ckson, and the <br />project is proposed for construction in 1990. The total cost of the <br />project is $280,708. <br /> <br />The City will be required to pay for certain parts of the project <br />in accordance with Ramsey County policy. The City will pay 100% of <br />the cost of needed new right-of-way, 100% of the sidewalk, 75% of <br />the curb and gutter and a small portion of the storm sewer, based <br />on contributing drainage areas. ' <br /> <br />The City can use MSA funds for the ri ght-of-way and s i dewa 1 k costs. <br />The curb and gutter and storm sewer is proposed to be speci a 1 <br />assessed against the adjacent properties. Assessing the 75% curb <br />and gutter represents a fair share for the 3treet access provided <br />to ~he lots. There are a few vacant lots which do not have water <br />service stubs. These water service stubs would be installed under <br />the project to avoid future excavations in the new road surface. The <br />water service stubs would be special assessed to the lots receiving <br />the service stubs. <br /> <br />An informational meeting for residents was held on March 6, 1989, <br />with few residents in attendance. Staff is recommending a public <br />hearing be held on April 25, 1989. <br /> <br />Since the assessment portion of the project ~ost is quite small, the <br />special assessment hearing to levy the special assessments could be <br />held in August of 1990. <br /> <br />Motion by Larson, seconded by Williams, to WAIVE THE READING AND <br />ADOPT THE RESOLUTION ACCEPTING THE FEASIBILITY STUDY AND INSTRUCT <br />STAFF TO HOLD A PUBLIC HEARING ON APRIL 25, 1989, FOR THE PROPOSED <br />UPGRADING OF 5TH AVENUE NW BETWEEN COUNTY ROAD E2 AND OLD HIGHWAY <br />8, CITY PROJECT 88-13. <br /> <br />5 Ayes - 0 Nayes, Motion carried <br /> <br />Council Bus i ness <br /> <br />Feasibility Study for <br />Upgrading of 5th Avenut <br />Report 89-88 <br />Resolution 89-44 <br /> <br />Benke noted fl short executive session vii 11 be held immediately after becutive Sess'ioll <br />the Council meeting for discussion of a possible litigation matter. <br /> <br />Announcement3 and Updates Announcements & Updates <br /> <br />Bra~dt commented that the road surface on County Road E, west of <br />Silvar La.ke Road, is in very poor condition.
