I I I Council Meeting Minutes March 28, 1989 Page 15 Council Business, continued Proper presented the, feasibility study for city project 89-13, 5th Avenue NW between County Road E-2 and Old Highway 8. The report was prepared by Short, Ell i ot, Hendri ckson, and the project is proposed for construction in 1990. The total cost of the project is $280,708. The City will be required to pay for certain parts of the project in accordance with Ramsey County policy. The City will pay 100% of the cost of needed new right-of-way, 100% of the sidewalk, 75% of the curb and gutter and a small portion of the storm sewer, based on contributing drainage areas. ' The City can use MSA funds for the ri ght-of-way and s i dewa 1 k costs. The curb and gutter and storm sewer is proposed to be speci a 1 assessed against the adjacent properties. Assessing the 75% curb and gutter represents a fair share for the 3treet access provided to ~he lots. There are a few vacant lots which do not have water service stubs. These water service stubs would be installed under the project to avoid future excavations in the new road surface. The water service stubs would be special assessed to the lots receiving the service stubs. An informational meeting for residents was held on March 6, 1989, with few residents in attendance. Staff is recommending a public hearing be held on April 25, 1989. Since the assessment portion of the project ~ost is quite small, the special assessment hearing to levy the special assessments could be held in August of 1990.
