Mattila said the proposed grading and drainage plan, with the <br />inclusion of a two foot high berm along the east and south property <br />lines and six inch curbing around all bituminous areas, would appear <br />to resolve any drainage problems. <br /> <br />Gunderman asked if the past drainage problems in this area would be <br />minimized with this proposal. Mattila said that currently with no <br />concrete curbing, stormwater has been flowing in a southerly course. <br />The stormwater has been damaging the Birch Pond landscape. <br /> <br />Benke asked Proper his opinion of the drainage problem on County <br />Road E. Proper said catchbasins are located on Silver Lake Road and <br />County Road E. With the area being flat, the stormwater would flow <br />westerly and the new building would not increase drainage problems. <br /> <br />Benke noted that according to the elevation document there is an <br />easterly slope near the curb cuts. Proper said half the site would <br />drain on County Road E at an easterly flow. <br /> <br />Benke verified the application is subject to the conditional <br />approval of the grading and drainage plans by the City Engineer, Las <br />Proper. <br /> <br />Motion by Brandt; seconded by Larson to WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING VN-272 AND APPROVE LP-240, SUBJECT TO THE <br />FOLLOWING CONDITIONS: <br /> <br />1. APPROVAL OF VN-272. <br />2. PROVISION OF A TWO FOOT HIGH BERM ALONG THE SOUTH AND EAST <br />PROPERTY LINES. <br />3. PROVISION OF A CONTINUOUS SCREEN OR NORWAY PINES ALONG THE <br />SOUTH AND EAST PROPERTY LINES, BUT NOT TO EXTEND WITHIN 15 FEET <br />OF THE STREET RIGHT-OF-WAY. <br />4. PROVISION OF THREE SPIRA FLOWERING CRAB TREES ALONG SILVER LAKE <br />ROAD AND ALONG COUNTY ROAD E BETWEEN THE CURB CUT AND THE EAST <br />PROPERTY LINE. <br />5. PROTECT AND PRESERVE AS MANY OF THE EXISTING DECIDUOUS TREET <br />ALONG THE EAST AND SOUTH PROPERTY LINES AS PRACTICAL. <br />6. PROVISION OF A PERFORMANCE BOND IN THE AMOUNT EQUAL TO 100% OF <br />THE ESTIMATED COST TO COMPLETE ALL SITE IMPROVEMENTS EXCLUSIVE <br />OF STRUCTURES. <br />7. APPROVAL CURB CUTS BY RAMSEY COUNTY. <br />8.
