The residual operational costs are then split Presentation by Army <br />out based upon the utilization of the facility by the community and National Guard for <br />the Guard. Installation of <br />Armory Facility <br />Brandt asked if the facility had separate areas, such as Brooklyn Report 89-35 <br />Park, would only the Guard1s area generate rent for the MSABC or <br />would the entire area be charged to the MSABC. <br /> <br />Nesbett said that if the Guard's facilities are used for rental by <br />the City or Community the MSABC would be expected to be reimbursed <br />for operational costs. If an outside organization requested to use <br />both the Guard's and the City's facilities, then the MSABC would <br />prepared a separate lease with these parties for the share of the <br />MSABC's costs. <br /> <br />Benke feels an additional meeting should be scheduled to discuss the <br />mechanics of these rental charges. <br /> <br />Even though the City would pay a percentage of the operating costs. <br />Williams feels these charges would be less than if the City built <br />their own facility. <br /> <br />Cox said it will be determined in the design plans which portions <br />belong to the Armory and which to the City. <br /> <br />Benke asked if a facility management board is installed to manage <br />these operational costs. Nesbett said that MSABC will assign a <br />group to manage each armory. <br /> <br />When the facility is rented out to outside organizations. this <br />rental results in additional flow of income into the community. The <br />City is given the discretion on the types of organizations allowed <br />to rent the facility. <br /> <br />Cox said a senior officer will be installed in the facility to be <br />responsible for handling any difficulties or conflicts which may <br />arise between the National Guard and the City. <br /> <br />Benke asked if funding could be advanced since the design phase and <br />completion of the plans would not complete until a year from now. <br /> <br />Cox said that once the deed and the irrevocable resolution of <br />commitment is completed. then the Guard can submit their proposal <br />to the Bureau. As soon as the proposal and 75% of the funds is <br />approved then a consultant can be retained. Cox feels there may be <br />some way the City could ask for these funds in advance. <br />
