<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Meeting Minutes <br />February 14, 1989 <br /> <br />Page 12 <br /> <br />Council Business. continued <br /> <br />Benke thanked both Cox and Nesbett for their presentations and looks <br />forward to working with them in the future. <br /> <br />Cox looks forward to the Guard1s future involvement with the City. <br /> <br />Les Proper, City Engineer. presented the Plans and Specifications <br />for the Permanent GAC Water Treatment Plant. <br /> <br />The plans are consistent with the preliminary plans that the <br />Planning Commission and the City Council reviewed in July. 1988. <br />The engineering services are being handled by the Barr Engineering <br />Company. <br /> <br />The Permanent GAC Water Treatment Pl ant is part of our water <br />contamination settlement with the Army. The City will contract for <br />the constructi on of the GAC Pl ant and will operate it. The Army <br />will pay for the construction and the operation of the plant until <br />the aquifer is cleaned to Federal drinking water standards. <br /> <br />The GAC Plant will be located at the City reservoir site at 3001-- <br />5th St NW.. and will treat water from old City Wells #3. 4, 5. and <br />6. Operation of the GAC plant will accomplish some clean-up of the <br />aquifer and also increase the City1s water production capabilities. <br />The settlement agreement requires the City use the GAC Plant for at <br />least 80% of our annual water needs. <br /> <br />The total estimated construction cost for the plant is $3.900,000. <br />The City would be responsible for an estimated $24.000 of this total <br />for chemical feed equipment. The Army will place funds for the <br />balance of the construction cost in an account which the City can <br />draw from as construction payments come due. <br /> <br />Bids will be opened for this facility on March 28. 1989. The bids <br />will be presented to the Council for consideration at the April 11. <br />1989. Council meeting. The specification requires that the plant <br />be operational by April 1. 1990. and final completion by September <br />1. 1990. <br /> <br />The City has received final approval of the plans and specifications <br />from the Corp of Engineers. <br /> <br />Benke verified that the Army would be required to have a building <br />permit during the construction. <br /> <br />Benke asked if installation of additional piping would be needed on <br />Silver Lake Road with the pumping of additional water. <br /> <br />Council Business <br /> <br />Presentation by Army <br />National Guard for <br />Installation of Armor} <br />Fac il ity <br />Report 89-35 <br /> <br />Approval of Plans and <br />Specs for Permanent <br />GAC Facility <br />Report 89-36 <br />
