<br />I <br /> <br />I <br /> <br />I <br /> <br />Counci 1 Meeting Mi nutes <br />February 14, 1989 <br /> <br />Page 8 <br /> <br />Council Business. continued <br /> <br />The 470th Infantry Company is an outstanding military police unit <br />and has 8 Officers and 206 enlisted. The payroll for this unit in <br />1988 was $573.598. This unit employs 4 full-time technicians. <br /> <br />Another unit proposed is the General IS Company. This administrative <br />company handles all the administration for the entire division. The <br />unit includes 174 officers and 214 military police. The payroll for <br />this unit in 1988 was $385,337. This unit employs 3 full-time <br />technicians. <br /> <br />In addition. the unit includes 2 regular advisors. 2 full-time <br />recruiters, and custodians. The payroll for this unit is $189,000. <br /> <br />The total combined payroll for the entire Headquarters facility is <br />$2.500.000. Even though these payroll figures do not benefit the <br />community itself; purchases of food. fuel. custodial supplies, and <br />utilities will be purchased at the local level. <br /> <br />In exception to daily vehicles. all other vehicles will be stored <br />at the Twin Cities Ammunition Plant. <br /> <br />Mr. Tom Nesbett. Minnesota State Armory Building Commission. <br />explained that the Legislature has authorized bonding authority up <br />to $7 million to the MSABC. MSABC has been given authority to sell <br />bonds to provide for the construction of new National Guard Armories <br />throughout Mi nnesota. The MSABC wi 11 manage armori es that have <br />outstanding debts until the total bond issues have been retired. <br />After the bond issues are retired. the armory is then deeded to the <br />State of Minnesota. <br /> <br />The MSABC is headed by Sri gadi er General Eugene Andri atti . The <br />MSABC is subject to Legislative audit and the money is fully <br />protected. <br /> <br />The bonding procedure involves the following: <br /> <br />1. An irrevocable Resolution of Commitment from the Guard <br />and the City declaring their intent to locate and build <br />an armory in New Brighton. <br /> <br />2. <br /> <br />New Brighton will make a donation of the land by Warranty <br />Deed to the MSABC. <br /> <br />3. <br /> <br />An irrevocable lease from the State of Minnesota signed <br />by the National Guard which commits the Guard to the <br />payment of the State's share of the bonding issue. <br /> <br />Council Business <br /> <br />Presentation by Army <br />National Guard for <br />Installation of <br />Armory Facil ity <br />Report 89-35 <br />
