<br />I <br /> <br />Council Meeting Minutes <br />January 24, 1989 <br /> <br />Page 9 <br /> <br />Council Business <br /> <br />Maurie Anderson. Parks and Recreation Director. presented the <br />request for funds to conduct a feasibility study for a hockey rink <br />cover. <br /> <br />The pavilion/hockey rink cover at Hansen Park would be a 250. x 2501 <br />open-sided structure. It would shelter both hockey rinks in the <br />winter, provide a spring and fall location for indoor soccer. and <br />a summer facil ity for Stockyard Days and other communi ty uses. <br />There would also be the possibility of locating some of the Antique <br />Car Run activities within this shelter. <br /> <br />The building is envisioned as a roof structure only. but is designed <br />to accommodate walls and permanent flooring if the need exists and <br />funding is available. <br /> <br />Projected costs are between $300.000 and $500.000. It is expected <br />to be funded primarily with donations by local service clubs and <br />hockey association fund raisers. <br /> <br />I <br /> <br />The Lake Region Hockey Association has agreed to authorize $2.500 <br />for a feasibility study and requested that the City fund a matching <br />amount. <br /> <br />Williams asked if other sites in Hansen Park would be suitable for <br />this structure. if soil problems are found on the proposed site. <br />Anderson said if the soils at the current location are not feasible. <br />an estimated additional cost of $1.000 would be needed for soil <br />borings at another site. Anderson feels the soils at this location <br />are not very good, but are better than other areas in Hansen Park. <br />If this proposed site is not feasible, an alternative site would <br />have to be found somewhere else in the city. <br /> <br />The Park Board supports th is proj ect. but there is some concern <br />about the poor soil content. Staff would prefer a site analysis. <br />soil borings, cost estimate and a preliminary building design <br />prepared before a major fund raising effort is undertaken. <br /> <br />Anderson commented that this is a prime location for a structure <br />because of available parking. electrical service. and a warming <br />house. The site is also well sheltered by trees. <br /> <br />I <br /> <br />The initial phase would be the roof. followed by walls. flooring, <br />and the possibility of some kind of a refrigeration system.
