<br />I <br /> <br />I <br /> <br />I <br /> <br />Council Mee ing Minutes <br />January 10. 1989 <br /> <br />Page 17 <br /> <br />Council Business continued <br /> <br />Motion by Benke. seconded by Brandt, to INSTRUCT THE MAYOR AND CITY <br />MANAGER TO RRANGE AN INFORMATIONAL MEETING WITH REPRESENTATIONS OF <br />THE NATIONA GUARD REGARDING THE POSSIBLE LOCATION OF A NATIONAL <br />GUARD ARMOR FACILITY AND COMBINATION COftft1UNITY CENTER IN NEW <br />BRIGHTON. <br /> <br />5 Ayes - 0 <br /> <br />Brandt intr <br />Commission <br /> <br /> <br />Moti on Carri ed <br /> <br />Beutel. a New Brighton Ramsey County Charter <br /> <br />Brandt pres nted i nformati on recei ved to date in regard to the <br />Ramsey Coun y Charter. <br /> <br />Chapter One explained the powers of the county, which are limited <br />only by specific provisions within the charter itself and what State <br />and Federal legislation may limit. <br /> <br />Chapter Two resently provides for seven consecutive four-year terms <br />for commiss oners elected from wards. There has been some debate <br />as to four- ear terms being staggered versus concurrent. <br /> <br />Benke agree wi th the argument for staggered terms in order to <br />maintain tinuity and experience within the County Board. <br /> <br />Wi 11 i ams me t i oned the Ramsey County League of Local Governments <br />were given n overview of the charter by members of the commission. <br />At this mee ing. there was unanimous feeling that terms should be <br />staggered b cause of continuity, <br /> <br />A model was considered which elected five commissioners from wards <br />and elect t 0 commissioners at large. This would enable the voters <br />to elect a andidate from their ward and also a candidate at large. <br />Due to the upcoming census. the wards will be redrawn due to the <br />increase in the suburban population. <br /> <br />Buetel comm nted that if the commission candidates were all elected <br />at one time. the candidates might be more apt to discuss county wide <br />issues rath r than concentrate on their own district issues. <br /> <br />One objective is to keep the public informed about issues and <br />subjects the County Board is diScussing.
