Report 89-16 <br /> <br />Sinda felt a majority of four board members would be sufficient <br />to remove a County Manager. <br /> <br />Chapter Four would establish a department of finance and divide up <br />some of th responsi bi 1 i ty. Presentl y. the Di rector of Property <br />Taxation h ndles the taxing and the receipt of property taxes. and <br />also the investment of those funds; and another department handles <br />the budge ing and accounting. This issue met with strong <br />disapproval and much debate by county employees. <br /> <br />Sinda feel the finance organization would be able to operate <br />effectivel if all financial areas would be grouped under one <br />department with several subcommittees reporting to one director. <br /> <br />Beute 1 sa i <br />collected <br /> <br />one possibility suggested was that property taxes be <br />n a monthly basis rather than twice a year. <br /> <br />Brandt com ented that one future addition would be to require the <br />county to repare a five year or long range fiscal plan and also a <br />capital im rovement plan. Brandt feel this is an excellent idea. <br /> <br />Benke sugg sted the County's five year planning process be prepared <br />incoordina ion with the City1s planning process. <br /> <br />The County Board would be allowed to hire its own attorney separate <br />from the elected County Attorney. This provision met with much <br />opposition from the County Attorney's Office. The rational was to <br />hire priva e firms to handle litigation and to have the County <br />Attorney1s office handle criminal cases. <br /> <br />Benke sug ested making the County Attorney an appoi nted offi ce <br />versus ele ted. <br /> <br />Chapter Fi e would require three readings to pass an ordinance which <br />would be i final form at the first of those readings. Several City <br />Managers f lt two readings would be sufficient. with the ordinance <br />adopted af er the second reading. <br /> <br />LeFevere s id normally in other municipalities. an ordinance becomes <br />effective after the publication date.
