I

I

I

Council Mee ing Minutes
January 10, 1989

Page 20

Council Bus.ness continued

Council Business

Wi 11 i ams sid the purpose of ordi nance readi ngs is to i nvi te
comments; b t to require the ordinance to be in final form at the Ramsey County Charter
first readi 9 would defeat the purpose of public involvement. Discussion
Report 89-16
Benke said the state 1 egi s 1 ature has been known to make changes
even after he effective date.

The County
regarding t

oard is inviting input from Councils and City Managers
of Chapter Six.

Chapter Si pertai ns to a responsi bil i ty the County Board wi 11
assume in c unty-wide planning.

Brandt said
planning in
to give up
their own a

municipalities are eager to participate in cooperative
some type of coordinated venture. but they do not want
heir own autonomy because of their responsibilities in
eas.

Benke comm nted that with all of the approval processes currently
involved i planning. an addition of a County Board approval will
add an unne ded layer to a process which already is involved.

Williams sa.d at the recent RCLLG meeting there was thought that the
County may be in a better position to determine land use patterns
than the M tropo 1 i tan Counc i 1; but Wi 11 i ams feels th i s proposal
ra i ses som red fl ags. Wi 11 i ams agrees wi th Benke that another
layer is no needed. and the joint powers agreement currently allows
for a city to work with other neighboring cities to coordinate
development and land use.

Buetel commented that the commission members were not enthusiastic
about the C unty being given mandatory rule in the process; but they
did feel th County would offer a smaller forum for cities than does
the larger etropolitan Council.

Sinda has ot found dealing with the Metropolitan Council to be a
problem during his tenure.

Benke sa i d the poss i b i 1 ity of confl i ct i ng dec is ions and act ions
pointed ou if both the County and the Metropol itan Countil are
involve.

LeFevere r commended including a limiting clause in Chapter One
pertaining 0 all powers of the County. LeFevere suggested limiting
the County s powers by rewordi ng the secti on to grant speci fi c
powers rather than to grant all powers.

1\
