Benke felt further investigation is needed into Chapter Eight, Initiative, Referendum. and Recall. noting that it appears that a sma 11 majo i ty of regi stered voters can di ctate the need for a Referendum, Recall or Initiative; and could for that matter, tie up county gov rnment for long periods of time. Brandt fel it may be difficult to make changes with a four-year term. The Charte Commission has scheduled a retreat in February to review the docume t and make revisions. The commission wants input from local gove nments. residents. and businesses. Brandt wil present the Council IS comments to the Commission. The Commis ion will issue a proposed draft after all comments have been recei ed. Williams c utions the Commission to not hamstring the ability of local offi ials to made decisions.
