Taxation. and Chapter Ten. <br />Budget; bu asked the Council for their comments. <br /> <br />Benke felt further investigation is needed into Chapter Eight, <br />Initiative, Referendum. and Recall. noting that it appears that a <br />sma 11 majo i ty of regi stered voters can di ctate the need for a <br />Referendum, Recall or Initiative; and could for that matter, tie up <br />county gov rnment for long periods of time. <br /> <br />Brandt fel it may be difficult to make changes with a four-year <br />term. The commission does not want to make any radical <br />changes wh ch would jeopardize the adoption of the Charter. <br /> <br />The Charte Commission has scheduled a retreat in February to review <br />the docume t and make revisions. The commission wants input from <br />local gove nments. residents. and businesses. <br /> <br />Brandt wil present the Council IS comments to the Commission. <br /> <br />The Commis ion will issue a proposed draft after all comments have <br />been recei ed. <br /> <br />Williams c utions the Commission to not hamstring the ability of <br />local offi ials to made decisions. <br />
