<br />1 <br /> <br />1 <br /> <br />1 <br /> <br />Council Meetin Minutes <br />November 22, 1 88 <br /> <br />Page 10 <br /> <br />Council Busine ~ continued <br /> <br /> <br />Basically, the City has declared an equal employment opportunity <br />policy stateme t which identifies the designation of responsibility, <br />and a formal a firmative action program which includes: employee <br />training, in ormational updates on the City's commitments, <br />recruitment, internal and external dissemination of policy <br />i nformati on, oni tori ng the program for effecti veness, workforce <br />analysis, avai ability/utilizations and underutilization, goals and <br />timetables for addressing of underutilization, good faith intentions <br />in recruitment handling complaints, and the addressing of disabled <br />citizens in re ruitment process. <br /> <br />The updated pl n has been reviewed and approved by Charles LeFevere, <br />City Attorney Upon Council approval, the Affirmative Action <br />Program wi 11 e submi tted to the DEilpartment of Human Ri ghts for <br />certification. <br /> <br />Brandt asked 0 duno if the Human Rights Commission has reviewed this <br />plan. Orduno said the plan will be presented to the Human Rights <br />Commission at heir December 6, 1988 meeting. <br /> <br />Brandt express d her difficulty in approving this plan before it has <br />been revi ewed by the Human Rights Commi ss ion. Brandt feels the <br />Commission has been instrumental in the development of the original <br />plan, and shou d be involved in the process of the current revised <br />plan. <br /> <br />Orduno suggest d the Council could approve the plan and concept; and <br />then formally submit the plan to the state with the stipulation <br />lIupon the appr val of the Human Rights Commission.1I <br /> <br />Benke mention d there have been two instances that delayed the <br />submitting of the plan, noting the resignation of Gary Berger, <br />Assistant to t e City Manager, and the delay in receiving the notice <br />from the state. <br /> <br />Sinda explaine Gary Berger did submit a plan which was approved by <br />the City's Hum n Rights Commission, but the state found the format <br />was different rom their requirements. <br /> <br />Brandt asked w at was the cause of the delay in reviewing the plan <br />with the Human Rights Commission, since the plan was returned by the <br />State in the m'ddle of August. <br /> <br />Orduno said th plan was not completed when she arrived in October; <br />and Larson con irmed that the Human Rights Commission had not met <br />all summer, an their first meeting was in October. <br /> <br />Council Business <br /> <br />Affirmative Action <br />Policy and Program <br />Report 88-336 <br />Resolution 88-136~ <br />
