SP-50 <br />' Atonement Lutheran Church <br />May 22, 1973 <br />The Planner stated that what traffic does enter and leave the site <br />does so at the times of lowest traffic volume on Silver Lake Road. He <br />stated that an access on Silver Lake Road would probably not cause <br />problems. <br />The Administrative Assistant commented that traffic volumes on Silver <br />Lake Road are high even at off-hours and are increasing at a high rate. <br />He also commented that the facilities of the church will probably be <br />used for night meetings and other events so that there is no certainty <br />that traffic will be only on Sunday mornings. He further pointed out <br />that the Planning commission might wish to maintain consistency with <br />the position stated in the Comprehensive Plan in order to be able to <br />deal with other situations of a similar nature at other locations. <br />Councilman Anderson suggested that the Planning Commission could <br />recommend that the driveway could be posted "right turn only." <br />Formell agreed that if a driveway were to be allowed at this point, it <br />should be marked for right turn only <br />The Planner expressed his concern that it be clearly defined whether the <br />nursery school run by the church is considered to be reasonably related, <br />to the church activities which are a permitted special use in R-1 zones, <br />He stated that he thought the nursery school was a logical extension of <br />the church's activities. He pointed out that under the New Brighton <br />Zoning Code nursery schools are permitted only in R-3 zones. <br />Councilman Anderson stated this raises a question regarding other churches <br />with schools and how their special use permits should be viewed. <br />PLANNING COMMISSION RECOMMENDATION: <br />Motion by Mann, seconded by Ness to recommend that the Council <br />investigate officially extending the use of church property for a nursery <br />school to churches as part of their normal operation covered under their;, <br />special use permits. <br />Motion carried 5-0 <br />Motion by Mann to recommend approval of SP-50 with the stipulation that <br />the Silver Lake Road exit be posted to allow right turns only. <br />Motion failed for lack of a second. <br />Motion by Formell, seconded by Ness to recommend approval of SP-50 as <br />requested with the condition that access from Silver Lake Road not be <br />permitted unless Ramsey County requires that we permit.it in which case <br />this exit should be posted to allow right turns only.
