I

I

I

Council Meetin Minutes
October 11, '19 8

Public Hearin

continued

Benke also fe 1 s uncomfortable about the restri cti on of vehi cl es
with a gross eight greater than 4.5 tons (9,000 lbs.) or greater
than 30 feet.

Mattila has received complaints of trucks being parked in
residential ar as; and according to the present ordinance, there is
not a restric ion of the parking of these vehicles, except for
overnight pa king. Mattila explained that including these
restrictions in the ordinance would provide for additional
enforcement in these instances.

Benke question d the word "establishedll in the General Requirements
Section under pplication referring to all buildings and land uses
established af er the effective date of this ordinance. Mattila
explained this section would become effective for any new
development up n the adoption of the ordinance; but the off-street
parking and 10 ding would be enforced under Existing Uses. Brandt
asked, if the word "existingll appl ies to all provisions of the
ordinance, an expressed concern about the truck parking in
residential ar as. Mattila agreed with Benke and Brandt, and feels
further reS8a ch would have to go into the wording of this
application. Benke felt the use of the word "established" would
need to be replaced.

Benke questioned the types of surfaces allowed in the Construction
and Maintenan e Section under Surfacing. Benke felt the wording
of this section implies that every surface would be required to be
paved. Matti a explained that several homes have decorative block
and brick driv ways, and generally the wording of this section would
restri ct dust produci ng surfaces. Benke felt thi s secti on woul d
need further c arifying. Williams agreed that further clarification
would be needed between existing and future developments.

Benke question d an item in the Construction and Maintenance Section
under Location which pertained to the location of the one open paved
space located on the side of the driveway, away from the principal
use. Mattila suggested changing the sentence to read, lithe open
paved space ca not be located in front of the pri nci p 1 e usell. Benke
felt further discussion is needed into this section.

Benke questio ed the need to distinquish between Business and
Industrial Districts in the Setback Area of the Location Section.
Mattila was n t sure of why distinction, other than keeping the
truck traffic away from the residential areas.

Page 4

Pub 1 ic Hear i ng

Amending of Parking
Standards Ordinance
Report 88-296
