I

I

I

Council Meet;
October 11, 1

Public Hearin

continued

Williams said generally speaking, an industrial building is not
normally loca ed between the parking and the residential use; and
feels the pra tical effect of this section is to keep the parking
and the build ng further from the residential area.

Wi 11 i ams asked if the Chamber of Commerce has pub 1 i shed these
standards to the busi ness community, and when will the council
expect these omments. Mattila said the staff will hold a business
meeting with he Chamber on October 25, 1988, 7:30 a.m. The Chamber
has advertise in their newsletter that copies of the Ordinance are
available at he Chamber. The Chamber Business Committee has shown
interest in a opting new parking standards and the input has been
favorable.

Larson asked if the Staff has received any opposition from
Recreati ona 1 ehi cl es owners. Matti 1 a answered that he has not
received any pposition regarding RV1s, but has received support in
favor of the standards limiting the amount of vehicles parked in
driveways and limiting the size of trucks parked in residential
areas.

Brandt asked if the new limitation of size and tonnage of
recreational ehicles would limit a large population of RVls in the
area. Mattil has found after visiting several RV's dealers that
the 9,000 lbs classification is fairly standard, and only the very
large motorho es would not be allowed to park in residential areas.
The typical t avel trailer is not normally over 30 feet.

Benke sugges ed changing the wording to prohibit the long-term
storage of th se vehicles, in oppose to no parking at all. Mattila
said, currently the only enforcement control is if these vehicles
are being par ed on the street. Mattila suggested a definition of
the word "sto age" be considered to handle this problem.

Benke feels
concern, not

he long-term parking of these vehicles is the main
he over-night parking issue.

Gunderman asked, what currently is involved in the enforcement of
this ordinance. Mattila said the property owner is notified that
they are in violation of the ordinance and are given a reasonable
amount of tim to remove the vehicle. If the vehicle is not removed
after a second letter, then the owner would be cited and the fine
would be up 0 the court system. The fine can be very broad, and
the action taken depends on the judge.

Page 5

Pub 1 ic Hear i ng

Amending of Parking
Standards Ordinance
Report 88-296
