The proposed lot sizes would comply with <br />the R-1 district standards for residential lots. <br /> <br />Being no comments from the audience, motion by Benke, seconded by <br />Brandt TO CLOSE THE PUBLIC HEARING. <br /> <br />5 Ayes - 0 Nayes <br /> <br />Motion by Brandt, seconded by Williams, WAIVE THE READING AND ADOPT <br />THE RESOLUTION APPROVING A SUBDIVISION OF CERTAIN PROPERTY WITHIN <br />THE CITY OF NEW BRIGHTON. <br /> <br />5 Ayes - 0 Nayes <br /> <br />Council Busi ness <br /> <br />Mattila presented the application to extend a special use permit to <br />allow the continued operations of an on-site incinerator used to <br />clean contaminated soils on the Bell Lumber and Pole site. <br /> <br />Bell Lumber and Pole purchased a rotary kiln thermal processor which <br />is used to incinerate the contaminated soils. The incineration <br />operation was projected to be completed by August 1, 1988, and the <br />processor di sassembl ed and removed by January 1, 1989. However, <br />mechanical difficulties caused down-time and delayed the operation. <br />With the improvements made, the facility is now in full operation <br />70% of the time and continuing to improved. <br /> <br />The existing pile of contaminated soils is projected to be <br />incinerated by the end of 1988. In April of 1989, up to 5,000 yards <br />of additional contaminated soils would be excavated around the <br />treating and storage tanks. These additional soils would be <br />incinerated by August of 1989, and the processor and building would <br />be dismantled and removed from the site by January 1, 1990. <br /> <br />The Planning Commission and the New Brighton Environmental Quality <br />Commission reviewed the request and recommended approval. <br /> <br />Gunderman asked if there is any guarantee that there wi;l not be any <br />further delays or breakdowns in this system. Mattila explained the <br />ash conveyor system cons i sted of a ser i es of pans pu 11 ed by two <br />chai ns. The breakdowns woul d occur when rocks and chunks of di rt <br />became lodged in the system.
