I

I

I

Council Meeting Minutes
September 27, 1988

Council Business, continued

Mr. Carlson mentioned, that in about a year an additional 25-30 more
meters wi 11 be i nsta 11 ed, but these 1 ocat ions are unknown at the
present time. The 35W metered ramps will be installed in 1989 and
the 1-694 meters in 1990.

Gunderman asked about the ramifications of the heavy truck traffic
during the rush hour, and if the closed circuit televisions would be
used for speed control. Mr. Carlson explained, there is not a higher
accident rate between passenger cars and trucks, but when a truck is
involved in an accident, it takes langel' to clear the site. Mr.
Carlson explained, the televisions are used for keeping an eye on
traffic levels and reporting any blockages to the radio and
television stations, but sometimes a call will be made to the Highway
Patrol if there is a problem.

Benke thanked Mr. Carlson and Mr. Lowe for their presentation.

Mattila presented the application from the Long Lake Community Church
to construct an addition to the existing structure. The addition
woul d be in two phases: The fi rst phase woul d be the day care
facilities and garage addition and the second phase would a proposed
gymnasium.

The proposed day care facility would involved up to 30 children and
2 employees. An outdoor play area would be located just west of the
proposed garage. The play area would be screened with a fence and
landscaping.

The church addition would involve additional classroom area, a
gymnasium and a 600 square foot garage.

The proposed garage would be located 15 feet from the South property
1 ine which borders the Irondale High School parking lot and would
require a 15 foot setback variance. Since the garage would not be
located next to a single family home and distance and greenspace
between is well over 30 feet, the intent of the 30 foot setback
requirements appears to be satisfied.

The existing off-street parking lot is constructed to the 25th Street
NW right-of-way, and the proposed off-street parking lot would be
setback 15 feet from the 25th Street NW right-of-way. This increased
setback would reduce the existing Type IV nonconformities; but due
to the rectangular shape of the lot it is difficult to provide an
adequate amount of off-street parking, meet all di stri ct setback
requirements and still have a reasonable amount of buildable area.

Page 7

Council Business

Ramp Metering
Report 88-279

Long Lake Church
Non-conforming Use
Permit
Report 88-280
Resolution 88-104
Resolution 88-105
Resolution 88-106
